This sources sought announcement issued by the Bureau of Indian Affairs (BIA), Pacific Regional Office Acquisitions is conducting market research to seek and identify potential Indian Economic Enterprise (IEE) or Indian Small Business Economic Enterprise (ISBEE) contractors capable of providing Soil, Drinking Water and Analyses sampling on the Cahto Tribe's 264 acre Laytonville Rancheria in Mendocino County, CA. The scope requires collection and delivery of soil and drinking water samples from within the Rancheria boarders and submitted to analyses, according to EPA's standard procedures and chain of custody guidelines along with an analysis of results. The sampling site consists of pre-identified forest areas, residential areas and Tribal office facilities. A total of 100 representative soil grab samples, 20 representative samples, and drinking water samples from Tribal Public Facilities will constitute taking (1) sample from water dispensing faucets shall be taken. The sampling will occur over the course of 5 days with samples being delivered to a certified laboratory at the end of each day for 7 day turn around. Results of the sampling will be documented and a written report will be provided upon receipt of analyses. The ISBEE or IEE must employ and assign a Senior Level California-registered Professional Geologist (PG) or Professional Engineer (PE) and experienced contractor geologist or engineer to perform the work. The ISBEE or IEE employees must have current Training Certificates for 40 hour Hazardous Waste Operations and Emergency Response (HAZWHOPER) (OSHA 29 CFR 1910.120). All field activities shall be performed on Laytonville Rancheria, Laytonville, CA, 95454. The North American Industry classification System (NAICS) Code for this requirement is 562112 with a small business size of $38.5M. The purpose of this market research is to survey prospective vendors in order to collect data, comments, and other information pertaining to this industry. Upon review of the responses to this sources sought notice, the BIA will determine if a set-aside (in full or in part) or procurement through full and open competition is in their best interest. IEE and ISBEE set-asides take precedence. This sources sought is not an issuance of a solicitation, a request for proposal, invitation for bid, or request for quote and the information presented in this announcement will not obligate and shall not be construed as a commitment by the Bureau of Indian Affairs (BIA). No reimbursement will be made for any costs associated with providing information in response to this sources sought notice. Any information submitted by respondents to this notice is strictly voluntary. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Respondents should ensure that their response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications, relevant experience, and capability of performing the work.


Interested and eligible ISBEEs and IEEs are encouraged to respond to this notice not later than Friday June 2, 2017 at 5:00 PM Pacific Time to Jodi Zachary at jodi.zachary@bia.gov. All responses/capability statements should include a minimum of: company name, point of contact name, address, phone number, email, Indication of current Systems for Award Management (SAM) registration, a one (1) page minimum summary which outlines the company's capabilities in regards this requirement, a one (1) page minimum summary which outlines the company's Experience/Past Performance in this line of work and A statement that the company qualifies as an ISBEE or IEE in accordance with DIAR Clause 1452.280-4, and that the company is capable and will pursue this opportunity should it be an IEE / ISBEE set-aside.
