Software-Based Global Navigation Satellite System (GNSS) Receiver Requirements:

The preferred software solution should be developed as a C++ class-based GNSS software receiver.  The software package must be capable of processing raw intermediate frequency (IF) data samples in post-mission and/or real-time.  The software will be used to acquire and track incoming GNSS signals, compute navigation solutions, and generates measurements for use in other data processing software, specifically for calculating total electron content for both slant range and vertical range.  The software must be able to acquire and track the following signals:

     1.  GPS L1 C/A, L1C, L2C and L5

     2.  GLONASS L1 and L2 civil

     3.  Galileo E1b/c, E5a and E5b

     4.  Compass B1l

The software must be able to acauire real-valued or complex-valued samples obtained at a user definable sampling rate.  The software must be able to perform signal acquisition to determine whtih satellites are visible. Upon acquisition the software must be able to extract GNSS navigation messages and generate code phase, pseudorange, Doppler (phase rate) and/or carrier phase (accumulated Doppler range) measurements at a user definable rate.  Preferably carrier phase measurements can be corrected for potential half-cycle lock.

Software functionality must include selectable input and output data rates, PLL, FLL, DLL, Kalman filter, fine-search tracking functions, Doppler removal and correlation algorithms, and Kalman and least squares navigation functions.

The software must be supplied with source code to facilitate user modifications and extensions, permitting modification for use with any available coprocessors and to allow extension of capabilities allowing input of other signals in addition to GNSS signals and/or additional signal processing algorithms.

The software must be platform independent.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFFERS.

Please provide a letter of interest with contact information and supporting evidence of your capabilities in sufficient detail to demonstrate the ability to comply with requested requirements.

A request for quotation will be issued to firms that meet the project requirements.

Responses are due by April 23, 2015 no later than 10:00 am PST.  Responses shall be submitted via e-mail to livingdb@nv.doe.gov.
