The Health and Social Care Information Centre (IC) wishes to enter into an agreement with a supplier for the construction of a system required to provide a controlled environment for developing, refining and maintaining Healthcare Resource Groups (HRG) and mapping and maintaining their relationships with underlying classifications and data definitions.
HRGs are summary classification systems, grouped from a number of underlying classifications (such as ICD diagnosis codes, OPCS intervention codes and Treatment Function Codes) and data items. The definition of HRGs the algorithm is expressed in terms of relationships between the underlying items and conditional statements.
The supplier will design the Casemix Design Environment (CDE), which will support all current classifications, and have functions to support the inclusion of new and revised classifications. The CDE must provide a controlled environment for developing new classification designs, including:
Identifying and recording the impact of changes,
Producing audit reports to support design decisions,
Maintaining multiple concurrent versions of classifications,
Managing classification configuration items,
Generating grouper-ready HRG design tables, including accompanying logic,
Generating HRG design and reference documentation for both technical and non-technical audiences,
Supporting multiple concurrent users.
