Software license renewals (NI) for the NSWCCD.
The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to procure on an other than full and open competition basis the following items: software license renewals to include reinstallation for one year; brand name of LabView and LabView Developer Suite. The manufacturer is National Instruments (NI) of Austin, TX.
The applicable NAICS code for this requirement is 511210 and the business size standard is $35.5 million. The reason for restricting competition is as follows: NI has exclusive rights to provide software upgrades for LabView software since NI has the copyright and continues to upgrade it. NI has the environment to perform software maintenance to its maximum capability. The proposed contract action is for supplies/services for which the Government intends to solicit with only one source under the authority of FAR 6.302.
Any firms believing that they can provide the software license renewals may submit a written response to be received within 15 days of the date of this posting.
This notice of intent is NOT a request for competitive proposals. However, all responses received will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
