Software and License
This is a solicitation for a Firm Fixed Price, Software and License in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluationa nd Solicitation for Commercial Items, as supplemented with additional information included in this notice. Northern Navajo Medical Center is requesting proposals from this solicitation. A written solicitation will not be issued.
This is a Brand Name or Equal Solicitation for Software and License. for Base Year plus two Option Years.
Salient Chracteristics:
1. A utilization/case management/provider/nursing tool that will have an HL7 interface with the Indian Health Service Electronic Medical record, to allow movement of patient medical information between the medical record and software.
2. Contain supporting evidence and rationales based on current regulations and guidelines that support medical necessity decision making, contain guidelines to support clinical care decisions and care plans.
3. Assist in establishing medical necessity to help care managers quickly document care decisions based on evidence and assist in meeting the
4. Assist in decision making for admission versus observation stay using benchmark data
5. Identify and reduce avoidable admission
6. Identify risk factors leading to potential lengthy hospital admissions and identify patterns of avoidable variances from optimal care pathways
7. Facilitate rapid documentation and prioritization of patients based on risk and other criteria
8. Allows for rapid concurrent review and variance tracking
9. Identify and alert to indications for initial review
10. Specific areas to include:
a. Inpatient Medical
b. Surgical care, recovery care
c. Outpatient care
d. Multiple condition management
11. Include employee education and training on software use as well as annual updates
12. Quarterly and annual updates to software
13. Dedicated account manager to support our needs
Software and license must meet the following salient characteristics:
The North American Industry Classification System (NAICS) is 511210 - Software Publishers).
The Government intends to evaluate proposals based on the following evaluation factors: meets salient characteristics; past performance (within the last 3 years) of similar items provided to Federal Government Agencies); and Delivery Time of software/license to facility.
The government will award a contract resulting from the solicitation to the responsible offeror whose offer is conforming to the quote will be most advantageous to the Government, evaluation factors, best value and price considered. The Government intends to award one contract resulting of this solicitation. An award will be based on the requirement and evaluation factors. If there is a tie, the tie breaker will be the price.
To be considered for an award the documents that are relative to the evaluation factor shall be included as an attachment with the submission of the quote.
SUBMISSION OF OFFERS:
Submit signed and date offers to the email specified in this solicitation at or before the exact time specified in this solicitation. Offers to be submitted on a letterhead stationary or company's quotation form as specified in this solicitation via email to Linda Conn, linda.conn@ihs.gov, (505) 368-6089. The following information shall be on the proposal:
(1) The solicitation number;
(2) Name, address, email and telephone number of the offeror;
(3) Technical description of the items offered in sufficient detail to evaluate compliance with requirements in the solicitation. This shall include the company literature or brochure or other documents related to the items;
(4) Company EIN and DUNS number;
(5) Price for each line item as specified in the attachment;
(6) Terms for Payment;
(7) Delivery Time ARO;
(8) Warranty Provision;
(9) Evaluation Factors - submit documents for each evaluation factor;
