U.S. Postal Service Sources Sought Notice
Software Process Management Support Services

The United States Postal Service (USPS) is requesting information to pre-qualify parties interested in providing Independent Verification and Validation (IV&V), Software Configuration Management (SCM), Software Process Improvement (SPI), and web services to the USPS Engineering Systems Software Process Management (SPM) group.
This sources sought notice is to request information for planning purposes only. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to solicit responses from interested suppliers to determine which are capable of providing the potential material and/or services described.
SPM supports the Engineering Systems organizations which deploy mail processing equipment and operations that require high‑quality and reliable software.
General Requirements
SPM requires personnel to supplement USPS staff in performing the tasks identified below. Between fifteen (15) and twenty (20) individuals are contemplated for this effort, contingent upon budget.
1) Implementation and IV&V to include software requirements analysis, software requirements interface analysis, software design analysis, traceability analysis, deliverables verification, test plans and reports, testing performance and observation, and technical reviews and audits.
2) SCM to include builds and audits, release management, records management, code analysis, documentation reviews, SCM tools methodology/application.
3) SPI to include process planning and policy support, process metrics, performance measurement, process tools management services, and additional SPI support services.
4) Web Maintenance and Support to include web management, Microsoft Windows server administration, application management, database management (Oracle), and additional web maintenance support services.
5) The supplier shall provide off-site program management support.
Facility Requirements
Work under the terms of the contract will be performed on-site at USPS Engineering Systems facilities in Merrifield, VA.
Travel Requirements
Supplier personnel will be required to attend meetings, test and build events, and other related activities at USPS and supplier facilities throughout the United States. Travel expenses must be within USPS travel regulations as detailed in Handbook F-15. All travel arrangements must be pre-approved by the USPS Software Process Management Program Manager prior to ticketing.
Contract Requirements
This time and materials contract calls for a period of performance of two years with three one year options to be exercised or not at the discretion of the USPS.

Required labor categories and minimum qualifications as follows:
Software Assurance Analyst
Experience in quality assurance in a software development environment including:
reviewing, verifying, and validating Software Development Life Cycle (SDLC) documentation
software design analysis
ensuring requirements traceability throughout all SDLC documentation
writing test plans and technical reports that are technically accurate, complete, and correct
Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks.
Software Configuration Analyst
Experience in SCM in a software development environment including:
Reviewing, verifying, and validating SDLC documentation
Ensuring requirements traceability in code
Writing technical reports that are technically accurate, complete, and correct
Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks.
Record and Content Specialist
Experience in records, content, and information management in a software development environment including:
Managing the life cycle of information from initial publication or creation through archival and eventual disposal
Simplifying storage, security, version control, process routing, and retention
Managing physical and electronic records
Familiarity with a variety of the field's concepts, practices, and procedures standards such as ISO 15489
Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks.
Web Engineer
Experience in web management including:
Windows server administration
Application management (Serena Business Manager, Object Oriented Programming, IIS, Websphere, Cold Fusion)
Database management (Oracle)
SQL, C++, HTML, CGI, JAVA/J2EE
Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks.
Software Process Improvement
Experience in SPI in a software development environment including:
At least five (5) years experience in the field or in a related area.
Familiarity with a variety of the field's concepts, practices, and procedures standards such as SEI CMMI, IEEE, ISO9001
Relies on extensive experience and judgment to plan and accomplish goals. A wide degree of creativity and latitude is expected.
Submission Requirements
The USPS intends to pre-qualify suppliers for participation in a future request for proposal on the basis of responses to this sources sought notice. Interested parties should provide the following information in response to this notice:
•1. Company Name, location, facilities, management structure, key management personnel, contact information, and benefits package.
•2. Relevant experience with contracts of a similar technical scope and nature to those specified herein.
•3. Resumes of key individuals who are contemplated to be assigned to the contract in the event of an award.
•4. Financial statements for current and prior two years.
•5. Any prior experience in providing similar services to the USPS.
•6. Information regarding the company's ability to provide all personnel from within (no subcontracting).
•7. Limit of ten (10) pages, written in Arial 10 point font.
Pre-qualification Criteria
A competitive solicitation is planned. Prequalification will be based on evaluation of supplier responses to Submission Requirements one through seven.
Responses to this notice will be pre-qualified based on the following factors:
Corporate Experience with contracts of similar scope and size
Personnel Experience
Financial viability

Adherence to this notice's instructions
Company's ability to provide qualified personnel without subcontracting
Failure to address all of the submission requirements may result in removal from consideration. Once sources are pre-qualified, a formal solicitation may be issued.
Suppliers interested in and capable of providing the required goods and services must register on the USPS electronic sourcing system (https://uspsesourcing.emptoris.com/sso/jsp/login.jsp). The electronic sourcing system will be used to gather responses from interested parties and used to facilitate the request for proposal. Once you have registered on the electronic sourcing portal, the supplier must send an email to the address below indicating registration is complete.
