The Naval Air Systems Command (NAVAIR) intends to negotiate a cost plus fixed fee Delivery Order (D.O.) under Basic Ordering Agreement (BOA) N00019-19-G-0029 on a sole source basis with Lockheed Martin Rotary and Mission Systems (LM RMS) in Owego, NY.  This contract is for phase 1 integration of a Digital Magnetic Anomaly Detection (D-MAD) sensor mounted internally on the H-60 air platform variants required by the NAVAIR Multi-Mission Helicopter Program Office (PMA-299).   The Contractor shall provide the non-recurring tasks for engineering and software development/integration; laboratory, ground, and flight testing; program management activities; Joint Mission Planning System (JMPS); logistics support and training of D-MAD capabilities integrated into the MH-60R aircraft in conjunction with the development of System Configuration (SC) 2X.  The Contractor shall also deliver six (6) aircraft sets of Low Rate Initial Production (LRIP) hardware.


This action is being awarded on a sole source basis to LM RMS under authority permitting other than full and open competition, Title 10, U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements, " because they exclusively designed and developed the H-60 Avionics and the MH-60R/S Common Cockpit and was awarded the initial and subsequent production contracts as well as all subsequent changes and improvements in production.   They are the only source with the requisite skilled personnel having the technical data, experience and knowledge of the design, fabrication, and production of the H-60 aircraft to perform these efforts in a timely and cost effective manner.


Note:  The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.  Interested persons may identify their interest and capability to respond to the requirement.  This notice of intent is not a request for competitive proposals.  However, any capability statements received by the close of the synopsis will be considered by the Government.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
