The Public Advocate requires expert consulting services to assist his staff in a proceeding which will determine whether it is in the best interest of the public to have a smart grid coordinator. The proceeding will have 2 phases: the first will determine whether it is in the public interest to have a smart grid coordinator. This phase will require a recommendation to address the technologies, systems and functions considered to be “smart grid” and also to examine the potential role of a smart grid coordinator in furthering reliability, efficiency and environmental policies embodied in the Smart Grid Act. If necessary, phase two will examine the eligibility criteria as well as the duties and functions of the smart grid coordinator
