The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement in support of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), U.S. Army Medical Research Institute of Chemical Defense (USAMRICD), U.S. Army Research Institute of Environmental Medicine (USARIEM), U.S. Army Institute of Surgical Research (USAISR), Walter Reed Army Institute of Research (WRAIR), Madigan Army Medical Center (MAMC) and Dwight David Eisenhower Army Medical Center (DDEAMC) to purchase small laboratory research animals (mice, rats, rabbits, guinea pigs, hamsters, and gerbils) to support basic research through Good Laboratory Practices/Food and Drug Administration (GLP/FDA) studies. These animals may be used in conditions ranging from Animal Biosafety Level 1 (ABSL-1) through Animal Biosafety Level 4 (ABSL-4).

This is a pre-solicitation notice that a solicitation has been scheduled to be released via FedBizOpps (www.fbo.gov) to the vendor community during the First Quarter of Fiscal Year 2020, and will close 30 days after the issuance date. Specifications of the requirement will be provided in solicitation W81XWH-19-R-0051.

This will be a Multiple Award Blanket Purchase Agreement (MA-BPA) with a five (5) year ordering period.

This is an Unrestricted Competition. The North American Industry Classification System (NAICS) code for this procurement is 112990 and the size standard is $1.0 Million. Contract award is estimated on or about May 2020.

In order to continue to be a world renown research facility, these small laboratory research animals need to be provided by reputable, Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC) accredited vendors and in good health and free of disease. Furthermore, these AAALAC accredited vendors should have a record of providing these types of products for greater than five (5) years to ensure the operation has provided a quality product.

Requests made by phone will not be accepted. No solicitations will be provided by hard copy, fax, or e-mail. All offerors are responsible for checking for amendments to the solicitation from the Internet. The Government is not responsible for any loss of internet connectivity or for an Offeror's inability to access the documents posted at the referenced website.

To be eligible for an award or payment from any DoD activity, offerors must provide registration information to the System for Award Management (SAM). All Offerors must be registered prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished at www.sam.gov. This includes the on-line representations and certifications located within SAM.
