Small Business Applied Research Pilot

The United States Agency for International Development (USAID) is issuing this Broad Agency Announcement (BAA) to launch its Small Business Applied Research (SBAR) pilot to acquire research and development activities that will result in feasible solutions to challenges identified by select missions in Africa and Eastern Europe, as listed in Section III of the solicitation and described in more detail in the Addenda.

SBAR is a field-based initiative that establishes a streamlined and unique pathway for the Agency to expand its access to U.S. small businesses for solutions to some of the world's most daunting development challenges. USAID seeks to tap emerging solutions in cutting-edge technology, new scientific applications, products, or services that are aligned with USAID mission strategies and are readily adaptable for delivery and sustainability in the countries in which USAID implements development programs.


Eligibility for this pilot is restricted to U.S. small businesses. As discussed below, the successful implementation of a federal research and development (R&D) program will be considered as part of the evaluation. Successful participation in a Small Business Innovation Research (SBIR) Program is an example of prior R&D experience with a federal agency.

Note that USAID does not have an SBIR program and will not be issuing SBIR awards as a result of this solicitation.
