THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.

THIS OPPORTUNITY IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB). THIS IS A PRE-SOLICITATION NOTICE; SOLICITATION DOCUMENTS WILL NOT BE AVAILABLE FOR DOWNLOADING UNTIL APRIL 2018.

This Department of Veterans Affairs has a requirement for Site Preparation for Imaging Equipment for Operating Room 8 for the Jesse Brown VA Medical Center (JBVAMC) located at 820 S. Damen Avenue, Chicago, Illinois 60612-3278.
This shall be a Firm Fixed Price construction project where the Contractor shall provide all Management, Supervision, Labor, Material, Supplies, Equipment, etc. per the Statement of Work (SOW) and Specifications listed for Project 537-17-145, Site Preparation Imaging Equipment OR8 Cystology. Any part of the space impacted by the removal and/or preparation installation shall be returned to pre-construction condition. Installation includes but is not limited to removing and relocation current cystology table, electrical wiring, firestopping, making utility connections, Heating-Ventilation-Air-Conditioning, and tele-data cabling.
The period of performance shall be for one hundred fifty-six (156) calendar days after issuance of the Government s Notice to Proceed (NTP).
A site visit is tentatively proposed for some time in May 2018.
The Product Service Code (PSC) for this procurement is N059 Installation of Electrical and Electronic Equipment.
The North American Industry Classification System (NAICS) code for this procurement is 238210 Electrical Contractors and Other Wiring Installation Contractors.
The Size Standard for this procurement is $15 million dollars.
The procurement is estimated to be between $100,000 and $250,000.
Interested bidders will be required to furnish a Bid Bond; and the awarded Contractor will be required to provide Performance and Payment Bonds.
Pursuant to Public Law 109-461, Solicitation 36C25218B0776 will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. In order to be considered for award, the contractor shall be CVE-Verified as an SDVOSB vendor in https://www.vip.vetbiz.gov by the date and time specified for receipt of proposals. No other sources will be considered. All interested parties submitting a bid must be registered in the System for Award Management (SAM) database (https://www.sam.gov/prtal/public/SAM) at time of submission.
SAM is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. SAM is used as a means to provide basic business information, socioeconomic status, capabilities and financial information to the Government. This requirement will apply to all solicitations and awards, regardless of the media use.

This notice is for informational purposes only and is not a request for submission of bids. No other information regarding Specification, Scope, Dates, etc. will be provided until issuance of the solicitation on http://www.fbo.gov. Any future amendments and other documents will be available electronically for download at the following URL: http://www.fedbizopps.gov.
No paper copies of the solicitation will be available, and no telephone requests for paper copies of the solicitation will be accepted. Interested bidders are advised to continuously check the fedbizopps.gov website for any changes to the solicitation.
As authorized by FAR 5.102 Availability of solicitations, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will only be available for download at no charge at the Federal Business Opportunities (FBO) website (http://www.fbo.gov). Further details of all dates and events will be available in the solicitation. No other site shall be used to obtain these documents.

A Bidder's List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidder's responsibility to register on the FedBizOpps website. Bidders are advised that they are responsible for obtaining ALL bid documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice from the VA. Prospective Contractors shall complete electronic annual representations and certifications and shall be registered in the System for Award Management(SAM) database at http://www.sam.gov and shall be verified in the VETBIZ Registry Information Pages at http://www.vetbiz.gov/ prior to submitting an offer, and shall have completed the VETS100A report at http://www.dol.gov/vets/programs/vets-100.html (if applicable).
