This is a Sources Sought Synopsis/Market Research Study Only, to assist the Seattle District US Army Corps of Engineers (USACE) in developing the Acquisition Strategy for an upcoming small business (potentially 8(a) set-aside) Single Award Task Order Contract (SATOC) for roadway and airfield pavement and incidental utility infrastructure in support of Joint Base Lewis McChord (JBLM) Public Works. After review of this responses to this notice, and if the Government still plans to proceed with the acquisition, a separate pre-solicitation announcement will be published on the Federal Business Opportunities website, (FBO.GOV). Responses to this SOURCES SOUGHT SYNOPSIS/MARKET RESEARCH STUDY are not an adequate response to any future solicitation announcement.

SYNOPSIS: The purpose of this notice is to gain knowledge of, and determine the availability of, potentially qualified Small Business sources only, particularly 8(a) sources, and their size classifications relative to the North American Industry Classification system (NAICS) code of 237310, Highway, Street, and Bridge Construction which has a size standard of $36.5 Million. For the purposes of this procurement, interested concerns must be registered as a small business firm with the Small Business Administration, and must be considered a small business under NAICS code 237310, (which is based on the concerns average annual gross revenue for the last three (3) fiscal years does not exceed $36.5 Million). The airfield pavement element requires experience with airfields that support larger aircraft, such as the C-17, which is anticipated to be similar to airfield pavement work completed at regional airports. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether an 8(a) Small Business set-aside is possible and/or appropriate. Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the US Army Corps of Engineers. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and capabilities to compete for and perform the contract described herein.

Please note that should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by the SBA.


ANTICIPATED CONTRACT INFORMATION: The Seattle District Corps of Engineers expects to solicit a contract for a $45,000,000 8(a) Indefinite-Delivery, Indefinite-Quantity (IDIQ) Single Award Task Order Contract (SATOC) consisting of a potential contract period of five (5) years in total. The total capacity of the contract shall not exceed $45,000,000. Task orders anticipated for this IDIQ contract will be for projects in support of the Seattle District Corps of Engineers; and, covers a broad range of maintenance, repair, and minor construction work on roadway pavement, airfield pavement, and incidental utility infrastructure at sites on Joint Base Lewis-McChord, Washington. Task orders awarded under this contract will be firm-fixed price and will range from $50K to $5M; however, most will be between $1M and $3M. One (1) contractor will be selected for award under the solicitation for this requirement.


The maximum value of all work issued under this SATOC will be limited to $45 Million over the life of the contract. As mentioned, the Contractor shall maintain a local management office to receive Requests for Proposals (RFPs), signed TOs, and Notices to Proceed (NTP); to receive and initiate contract correspondence, and to provide other construction management services related to accomplishing individual TOs. This expected contract for roadway and airfield projects will be competitively solicited and procured in accordance with Federal Acquisition Regulation (FAR) Part 15.


SUBMISSION REQUIREMENTS: Responses to this SOURCES SOUGHT SYNOPSIS/MARKET RESEARCH STUDY shall include the interested firm's name, address, point of contact, phone number, email address and Small Business size status. Interested firms must provide a brief capabilities narrative indicating their specific experience with a broad range of maintenance, repair, and minor construction work on roadway pavement and airfield pavement.



Interested firms are requested to provide the following:


1. Interested firms are requested to provide a minimum of three, but no more than 5, project examples for roadway and airfield projects that covers a broad range of maintenance, repair, and minor construction work on roadway pavement and airfield pavement. The airfield pavement element requires experience with airfields that support larger aircraft, such as the C-17, which is anticipated to be similar to requirements of airfield pavement work completed at regional airports.
2. Interested firms are requested to provide the percentage (%) of work performed by the interested firm.
3. Prime's experience with a broad range of maintenance, repair, and minor construction work on roadway pavement and airfield pavement.
4. Firms demonstrating capability to support multiple ongoing projects (preferably up to five ongoing projects at any given time).
5. Information to support firm's bonding capacity. (Task Orders will generally require a payment or performance bond or both depending on size of project.)


IMPORTANT NOTICE: All contractors proposing on Department of Defense solicitations must be registered in the System for Award Management (SAM) database prior to award of the contract. The purpose of this database is to provide basic business information and capabilities to the Government. The SAM website can be accessed at www.sam.gov. You are encouraged to register as soon as possible. All new contracts can only be made to contractors who are registered in SAM, with an active registration. This requirement applies to all Department of Defense contract awards, regardless of media used.
