Single Award Contract-Indefinite Delivery Indefinite Quantity (SAC-IDIQ) for the VISN 9 Medical Centers

Network Contracting Office (NCO) 9 by way of its medical centers: Robley Rex VA Medical Center, Lexington VA Medical Center, James H. Quillen VA Medical Center along with the Tennessee Valley Health Systems (Nashville VA Medical Center and Alvin C. York VA Medical Center) intends to solicit a requirement that supports a myriad of small station level projects as well as some Non-Recurring Maintenance on real property.
An Indefinite Delivery Indefinite Quantity (IDIQ)-Single Award Contract (SAC) contracts are being planned for all the medical centers in the VISN 9 network. The resulting contract will be a single award per medical center. Task orders issued under the resulting contract action shall include, but is not limited to carpentry, asphalt and concrete paving, roofing, excavation, interior renovation, carpet, window and door installation, electrical, plumbing, painting and stucco, masonry, fire protection construction, telecommunications and HVAC. Work associated with the Single Award Contract (SAC will fall primarily under NAICS 236220 Addition, alteration and renovation general contractors, commercial and institutional building size standard: $36.5Million. Other NAICS codes applicable to task orders to be issued under this JOC are 236110,237990,238110,236120, 238140, 238150, 238160 ,238170,238190, 238210, 238220, 238290,238310 238330,238340,238910 and 238990.
The subject procurement will be issued for one (1) base year, with four one (1) year option periods. The individual Task Orders will be Firm Fixed Price and minimum ordering amount shall be $2,000.00 and maximum amount shall be $250,000.00. The maximum overall program ceiling for this SAC is $4,000,000.00.
The proposed procurement action will be a 100% set-aside for Service Disabled Veteran Owned Small Businesses. To be eligible for award, at the time which offers are due and delivered, as well as, prior to award the offeror must be listed and viewable in the Vendor Information Pages (VIP) at www.vip.vetbiz.gov, and have an active listing in the System for Award Management (SAM). Both the Vendor Information Pages (VIP) and the System for Award Management (SAM) will be checked at the time of receipt of offers, and prior to award.
Prospective offerors shall be located either by virtue of their main office or a satellite operation base, within an area permitting a maximum of a four (4) hour response time to the respective medical centers indicated in paragraph one above. Said office or satellite base must be operational at the time of contract award and throughout the duration of the contract and any subsequent option year periods exercised. Said office shall be available for business Monday through Fridays from 8:00am to 4:30pm, excluding federal holidays.
This Request for Information (RFI) is for the sole purpose of planning and determining the interest among SDVOSB contractors in the local market areas, as well as documenting Market Research relative to that interest.
