STATEMENT OF WORK FOR
TWO YEAR SERVICE CONTRACT FOR SimMan 3G MANIKIN SIMULATION SYSTEM

Introduction/Background

The VA New York Harbor Healthcare System is dedicated to providing quality health care to veterans using the abilities of all employees supported by our commitment to education and research.

We are recognized locally, regionally, and nationally as a leader in quality patient care, positive customer service, medical/allied health education, health-related research and employment opportunities. We seek to be the provider of choice of veterans and the community by offering an efficient, integrated quality health care system capable of providing a full range of primary, specialty and chronic health care services in a system that is readily accessible and responsive to change.

The Simulation Centers at the New York Harbor Healthcare System were built on the idea that we can improve the quality and efficiency of patient care through realistic simulations of normal and routine processes, as well as train all of our patient care staff to respond to emergency situations with more knowledge and confidence. Most importantly, is the team-training and team-building aspects of the simulation program.
Training occurs on the high tech mannequin, that simulates a normal patient or person. It can be attached to monitors commonly found in the hospital, and have several procedures performed such as: chest tube insertion, needle decompression of pneumothorax, IV catheter insertion, and airway management complete from standard intubation to bronchoscopy. Other simulators found in the center are a laparoscopic training simulator, chest tube simulators, central line placement simulator for internal jugular and subclavian approaches, as well as numerous demonstration models.
Computer based programs include physical examination skills reviews in heart, lung, abdomen, back, extremity and neurological examination. Other programs address issues such as Bioterrorism preparedness, Hemodynamic monitoring and interpretation, Critical Care patient monitoring, evaluation, and management, Anesthesia simulation. Recently, we have even added computer based simulation for Advanced Cardiac Life Support (ACLS ) preparation for certification.
The New York Harbor Healthcare System currently uses SimMan 3G. It is a realistic, full body adult, patient simulator. It has advanced functionality to teach critical skills. Wireless, self-contained, rugged and reliable, it meets the Harbor s need for a critical and flexible training solutions. Simulation provides the opportunity to train staff without risk to patients. The ability to frequently practice and manage complex medical scenarios helps to prevent medical errors while detailed feedback promotes discussion and reinforces the learning process.
Objectives/Requirements
Delivering high quality simulation experiences requires training to take place at the right time and place, and it requires the most appropriate equipment. In order to maintain the high level of maintenance required for the upkeep of our Sim Man 3G, the Education Department needs to renew the SimMan 3G VP Platinum Program which includes extended warranty, preventive maintenance on site & loaner.
Extended Warranty
Extended Warranty programs continue the Laerdal Standard I Year Manufacturer Warranty for the manikin, simulator or system. Offered in one-year increments, Extended Warranties are available in single-year through 5-year terms. Please note the Extended Warranty is not an insurance policy and does not cover misuse, normal wear and tear, and/or accidental damage.
Extended Warranty includes
Per year coverage for Laerdal branded, designed or produced products
Materials, manufacturing or workmanship issues
Return to Bench service only
Prepaid ground shipping from and back to your facility
Preventive Maintenance
Preventive Maintenance (PM) packages are a simple way to control costs through annually scheduled routine servicing. Delivered by trained Service Engineers, each PM service includes extensive assessment, testing, and replacement of components to ensure your products maintain peak performance levels.
On-Site Preventive Maintenance Service includes
One On-Site Service visit by Field Service Engineer per year
Replacement of basic parts and components (specific to your simulator) and routine maintenance. Please note, if your manikin needs any repair, the Engineer will facilitate its return to the Service Center.
Inspection of Compressor, LinkBox and/or SimPad (as applicable)
Computer software upgrades to the latest version
Manikin software updates
Product cleaning
Final test and inspection of manikin
Documentation of findings and further recommendations as applicable
Loaner Program
Loaner Program offers an effective way to minimize disruptions to your training and simulation schedule. If your manikin requires immediate service, we can provide a Loaner unit for your use while your equipment is at Laerdal for evaluation and/or repair.

We also have a limited quantity of Loaner components (compressors, linkboxes and simulation laptops) available. Individual manikin parts (i.e., arm, leg, head, etc.) are not available.
Loaner Program includes:
Shipment of manikin to your facility
All expenses incurred to prepare Loaner for VA
All expenses to inspect, clean and re-stock our Loaner unit when returned
The Education Department is responsible for the upkeep of these training manikins and requires a service agreement with to ensure the highest quality of training for our staff.
Most Medical products are complex manikins, task trainers and patient simulators that are not designed to be sustained by user customers. These are technically sophisticated systems, software driven, computer controlled reactive/interactive electro-mechanical constructs that require Medical authorized, specially trained and equipped technicians having access to (otherwise unavailable) parts and components to carry out preventive maintenance and/or repair procedures that most times also require specialized test/calibration fixtures and/or verification test procedures. As a result, Laerdal Medical is the only entity able to honor warranties, provide preventative maintenance and/or repair services on Laerdal products and systems.
Preferred Laerdal Medical technical services are performed either by a) Laerdal service engineers (employees) operating from depot repair facilities at the New York home office or b) Laerdal field service engineers (employees) providing on-site services at customer locations or c) authorized, specially trained and certificated third-party service engineers (not LM employees) operating in selected market areas.
Product Installation

No installation is required. The system is already in use at the Simulation Center at VA NYHHS. This request is for the renewal of the Service Agreement (SimMan 3G VP Platinum Program

Information Security and Privacy

All contractor employees and subcontractors participating under this contract or order, to provide installation, training or service repairs are required to complete the VA's Privacy and Information security training requirement - VA Privacy and Information Security Awareness and Rules of Behavior Training B -B TMS Code 10176

Contractors must provide signed certifications of completion to the COR during each year of the contract.B This requirement is in addition to any other training that may be required of the contractor and subcontractor(s).
