The U.S. Army Contracting Command - New Jersey, on behalf of U.S. Army CCDC Armaments Center, Weapons and Software Engineering Center (WSEC) at Picatinny Arsenal, NJ, is conducting market research to determine the capability of businesses to provide new Brand Name Siemens Product Lifecycle Management (PLM) software licenses, and Siemens Technical Enhancement & Customer Support (TECS) for existing licenses.

BACKGROUND: to provide the United States Army Combat Capabilities Development Command Armament Center (CCDC AC) with brand name Siemens PLM software support to include software license purchases, maintenance and updates for the Simcenter, Teamcenter, and Siemens Virtual.Lab software suites. Various components within the Simcenter software suite (Simcenter Star-CCM+ and Simcenter 3D) are utilized in engineering analyses across all three centers in CCDC AC (Munitions, Engineering and Technology Cener (METC), Weapons and Software Engineering Center (WSEC), and Enterprise and Systems Integration Center (ESIC)) to facilitate the successful execution of the CCDC AC ammunition and weapon system acquisition mission. The Team center software suite is a software tool to be purchased by the ESIC System Engineering Directorate (SED) to aide in Systems Engineering throughout the life-cycle of CCDC AC projects. The CCDC AC Weapon Systems and Tech Directorate currently utilizes Siemens Virtual.Lab software for dynamic Modeling and Simulation analysis. With Siemens Virtual.Lab, CCDC AC engineering teams build accurate simulation models, simulate their real-life performance, quickly assess multiple design alternatives and optimize designs before prototype construction. Siemens Virtual.Lab is now transitioning to Simcenter 3D. These tools are allow engineering to automate and integrate systems engineering to design engineering analysis. The software license purchase, maintenance and update will purchase new Teamcenter licenses, and augment existing CCDC AC-owned Simcenter, and Simcenter 3D software suites resources and shall allow the CCDC AC Modeling and Simulation (M&S) community to maintain and expand its state of the art capabilities in M&S.

The applicable NAICS code for this requirement is 511210 Software Publishes with a Small Business Size Standard of $38.5Million. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.
SUBMISSION DETAILS: Each potential source is requested to provide dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements of the Software purchase. Firms shall also provide point of contact information, where available, for the efforts cited above. All data should be sent at no cost to the US Government by July 01, 2019 to the US Army CCDC Armaments Center.
