This is a synopsis for noncommercial items prepared in accordance with FAR 5.207 as supplemented with additional information included in this notice. This procurement is being processed on an unrestricted basis. The North American Industry Classification System (NAICS) Code for this acquisition is 335312. The Small business Size Standard is 1,250 Employees.




The Supervisory Of Shipbuilding Conversion and Repair, Groton, CT (SUPSHIP) intends to award a Firm-Fixed-Price (FFP) on a Sole Source basis to Amee Bay, LLC., Anchorage, AK for the refurbishment of a Ship Service Motor Generator. Northrup Grumman is the manufacturer, but does not maintain Ship Service Motor Generators. Their designated representative for maintenance and repair is Amee Bay.  It has been determined that Amee Bay is the only company that can complete these repairs. The work is unique in that it requires special unique tools and skills. As the Original Equipment Manager (OEM) Representative, Amee Bay has the technical expertise to work on this particular equipment.




SUPSHIP Groton intended to purchase the following items on a Firm Fixed Price basis. 




CLIN 0001: Refurbishment of Ship Service Motor Generator; One (1) Job.




Required Period of Performance of CLIN 0001 is 03 September 2019 to 29 October 2019. F.O.B. Destination: Naval Submarine Base, Groton, CT 06349.




The proposed contract action is for materials for which the government intends to negotiate with only one source under the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source. The Governments requirements for this service are needed in order to complete the Governments mission. 




This synopsis is not a request for competitive proposals. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
