Combined Synopsis/Solicitation

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13 authorizes the use of simplified procedures for this acquisition. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotation will not be issued. This combined synopsis/solicitation will result in one fixed-priced, purchase order.
(ii) The reference number is __12639519Q0176__ and the solicitation is issued as a request for quotation (RFQ).
(iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Agriculture Federal Acquisition Regulations supplement (AGARs) can be accessed on the Internet at http://www.acquisition.gov/far and http://www.usda.gov/procurement/policy/agar.html.
(iv) It is anticipated that one purchase order will be awarded. This is a small business set-aside procurement. The associated NAICS code for this effort is __332311__ and small business size standard is _750_ employees_.
(v) This requirement consists of _2 __ contract line item for one 120ft x 80ft shade structure, plus delivery to Edinburg, TX per the attached specifications (Addendum I). A Note to Offerors is also provided in Addendum I of this combined synopsis/solicitation. The offerors shall return the listed items in the Note to Offerors with their quotations.
(vi) Delivery and acceptance of deliverables will be FOB destination.
(vii) The provision at 52.212-1, Instructions to Offerors - Commercial (Tailored), applies to this solicitation (See Attachment 1).
(viii) The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation (Attachment 1). The Government will award a purchase order resulting from this solicitation to the responsible offeror with the lowest- cost, technically-acceptable product. The quote, at a minimum, must meet or exceed the acceptability standards for non-cost factors: technical acceptability based on the Specifications required, and past performance.
(ix) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
(x) Additional FAR clauses and provisions and AGAR clauses and provisions identified in solicitation Attachment 1 are considered applicable to this acquisition.
(xiv) Quotations are due to the Contracting Officer via EMAIL no later than 3:00 pm Central Time on Thursday, _August 1, 2019_.
