The Respondent will be responsible for program design and implementation while working collaboratively with the Department in facilities and parole districts. This will include the establishment and maintenance of a network of approved treatment providers and polygraphists in the community and the maintenance of a GPS monitoring program that includes providing offenders with the GPS equipment and monitoring the offenders through GPS . As part of the GPS monitoring program the Department expects the Respondent to utilize adult female offenders to do part of GPS monitoring in a monitoring center established inside a correctional facility.
