Request for Information

1. ACC-APG, Huachuca Division is conducting market research to identify potential sources to respond to this request for information notice. Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of a contract. Contractors are encouraged to obtain further information on SAM registration at the following website: https://www.sam.gov/portal/public/SAM.


2. This is a request for information only. This is not a solicitation for quotations and no contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this notice. All information submitted in response to this notice is voluntary. The Government will use responses to make appropriate acquisition decisions.


BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.


3. Interested contractors should demonstrate the experience and technical capability necessary to successfully perform the requirements described herein. The subject requirement is to provide non-personal support services for the U.S. Army Cyber Command (ARCYBER); services contract to provide Command, Control, Communications, Computers, and Information Management (C4IM) and Knowledge Management (KM) services. The procurement classification code for this requirement is D301, IT and Telecom- Facility Operation and Maintenance.


The Government considers NAICS 541513, Computer Facilities Management Services as the preponderant NAICS code for this acquisition.
The Government anticipates that this effort will be structured with a base year and four, 12-month option periods.


4. The Contractor shall provide non-personal services to provide Command, Control, Communications, Computers, and Information Management (C4IM) and Knowledge Management (KM) services supporting ARCYBER. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The draft PWS is posted as a separate attachment under this announcement.


5. Interested parties responding to this Request for Information are requested to provide the U.S. Army all applicable information requested below. Interested parties must possess a Final Top Secret facility clearance to perform the work to include personnel security clearances of up to Top Secret Sensitive Compartmented Information (TS SCI). Your capability statement and relevant past performance history should:


• Provide a brief description of recent services provided for the same or similar services defined in the draft Performance Work Statement (recent services, meaning services that are currently ongoing, or occurred, or were completed within the last three years).


• Provide potential risks to technical, schedule and cost elements of the draft PWS.


• Identify PWS requirements that may impact cost.


• Identify specific experience similar to the requirements identified in the draft PWS at paragraphs 1.5.4, Place of Performance, specifically the projected relocation of ARCYBER from Ft. Belvoir and Ft. Meade to Ft. Gordon, GA.; 5.1, SharePoint Development and Support (and associated subparagraphs); 5.2, Service Desk Support (and associated subparagraphs), 5.3, Systems Support (and associated subparagraphs), 5.3.12 and 5.3.12.1 (software applications development and technical data); and 5.4, Cyber Security (and associated subparagraphs).


• Labor positions located in Ft. Gordon, GA require Counter Intelligence Polygraph; to include labor positions when relocation of ARCYBER from Ft. Belvoir and Ft. Meade to Ft. Gordon, GA.


• Identify special capabilities that will enhance the company's ability to meet the Government's requirements.


• Provide relevant samples of a quality control (QC) system to accomplish QC efforts that support the draft PWS requirements.


• Identify facility and personnel security clearance information.


• Provide comments on draft PWS; and identify potential subcontractor arrangements.
Interested parties who believe they have the capability of providing the required services as defined in the draft PWS are invited to submit a Qualification Statement, including the above information. Your response to this request for information shall not exceed (7) seven pages total. The response shall consist of no more than (5) pages for the narrative and no more than two (2) pages for capabilities statements. Responses shall be submitted in MS Word format, single-spaced, Times New Roman, 12 point font; 10 point font for graphics; margins shall be no less than one-inch. Submission of Qualification Statements and capabilities which do not follow the required formatting structure will result in non-consideration. No phone calls will be accepted.
