NOTICE:  This is not a solicitation but rather a Sources Sought Synopsis to determine if sources exist that can perform and deliver to the requirement described below.  This market research is for information and planning purposes only, to determine the best acquisition strategy for this procurement and to assist in determining if this effort can be competed and/or set-aside for Small Business participation.  The proposed North American Industry Classification Systems (NAICS) Code is 334511 for search, detection, navigation, guidance, aeronautical, and nautical system and instrument manufacturing (Ground-based Radar) which has a corresponding Size standard of 750 employees.   The Government promotes the interests of all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns.  The government requests that interested parties respond to this notice as applicable, and identify your capability to perform this requirement and your small business status relative to the identified NAICS code.  Additionally, please provide any anticipated teaming arrangements, but note that the Air Force cannot facilitate these.  Provide a description of similar service capabilities offered to the Government or to commercial customers for the past three years.  Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 


Title:    User Support/Emergency Depot Level Maintenance for AN/FPS-117 Long Range Radar


NAICS Code:     334511


Description:     The Atmospheric Early Warning Systems (AEWS) System Program Office (SPO), located at Hill AFB in Ogden, Utah has a requirement for a contractor to provide User Support and Emergency Depot Level Maintenance (EDLM) Services for the AN/FPS-117(V)1/4  Long Range Radar system and Maintenance Control System (MCS) sites. These radars support the Joint Surveillance and North Warning missions in Alaska (15 sites), Canada (10 sites), Puerto Rico (1 site), Hawaii (1 site) and the Engineering Facility (EFAC) at Hill AFB UT (1 site). The MCSs are located at Elmendorf AFB, North Bay-Ontario, Hawaii, Puerto Rico and Hill AFB.


We contemplate that User Support and EDLM will be an engineering services contract. The scope extends to providing engineering services via a User Support effort and emergency on-site technical and engineering services to resolve red conditions in the AN/FPS-117 that cannot be repaired by field maintenance technicians or through telephone contact with Government personnel at the EFAC or on-line maintenance efforts.  Contractor support may include telephone and/or on-site support to radar sites and MCSS, remote troubleshooting, design/drawing research and analysis. This effort requires that a contractor have inherent knowledge of the AN/FPS-117 radar system specifications, operations, and mission requirements and access to the Monitoring and Fault Isolation (MFI) software to review faults reported by the system and determine if the software is functioning correctly. The MFI software is proprietary to Lockheed Martin Corporation with the Government having limited data rights. The contractor must possess AN/FPS-117 hardware and software expertise to successfully complete this effort.


The radar missions in Alaska,  Canada, Puerto Rico and Hawaii are conducted 24/7, 365 days a year; with the majority of the radar systems located in extremely remote areas above the Arctic Circle.  This makes access for urgent maintenance difficult.  The radars are minimally attended and usually unmanned.  A limited number of parts and tools are permanently located at the sites, so understanding whether special equipment is required to be carried to the site via helicopter is critical, prior to sending technicians to fix problems on the radars.
