A.3 Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.
This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through FAC Number/Effective Date: 2005-101 / 10-26-2018.

The Network Contracting Office 8-SAO East intends to award a Firm Fixed-Price Requirements Contract to provide commercial services, providing for all labor and services necessary to complete: VISN-Wide Translation Interpreter 24/7 Virtual Care Services to the VISN 8 Clinical Contact Center (CCC) and VA Sunshine Healthcare Network. in accordance with the below Performance Work Statement (PWS) and attached Price Schedule. The Place of Performance for this requirement is VISN Wide See attached PWS.

This procurement is being conducted under FAR Subpart 13 and simplified acquisition procedures apply. Period of performance is 01 July 2019 30 June 2024. The is a base year with four (4) one-year options requirement. The associated North American Industrial Classification System (NAICS) code for this procurement is 541930 Translation and Interpretation Services size standard threshold of $7.5 million.

TIERED EVALUATIONS INCLUDING SMALL BUSINESS CONCERNS: This solicitation is being issued as a tiered evaluation for SDVOSB concerns, or in the alternative, a tiered evaluation for VOSB concerns, or in the alternative, a set-aside for other small business concerns with HUBZone small business concerns and 8(a) participants having priority. If award cannot be made, the solicitation will be cancelled and the requirement resolicited.

A.6 Quote submission:B Offers are due on/or before of Wednesday 06/26/2019 by 4:00 PM Eastern.B Quotes shall be sent by e mail only to the Contracting Officer, Amber Milton at The Government will award a Firm Fixed-Price Requirements Contract to provide commercial services based on best value principles. Accordingly, award will be made resulting from this RFQ to the responsible and technically acceptable Offeror whose proposal provides the greatest overall value to the Government, price and other factors considered. This best value determination will be made by comparing the value of the differences in the technical qualifications of competing offers based on their strengths, weaknesses, and risks, with differences of their price to the Government. The following factors shall be used to evaluate offers:

Technical Acceptability

Technical and past performance, when combined, are less important than price.

Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

The vendors shall submit the quote by using the Pricing Schedule excel bid all the required documentation requested in Evaluation of Quotations or Offers.
