The National Cancer Institute (NCI), Center for Cancer Research (CCR), Genetics Branch plans to procure a maintenance service contract on a sole source basis from Illumina Inc., 9885 Towne Centre Drive, San Diego, CA 92121. The purpose of this acquisition is to provide preventative maintenance for government owned Illumina HiScan, two Illumina MiSeqs and cBot.

This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5 million.


Only one award will be made as a result of this solicitation. It will be awarded as a firm fixed price contract with a period of performance of 11 months.

It has been determined there are no opportunities to acquire green products or services for this procurement.


The Genetics Branch, Center for Cancer Research (CCR) at the National Cancer Institute (NCI) is engaged in the study of cancer genetics. Investigating genetics alteration and its effect on the development and biology of cancer is an integral function of the Genetics Branch. By using ultra-high throughput, next generation sequencing, and whole-genome high-resolution beadchip reagents, the Genetics Branch is able to study DNA/promoter interactions, gene expressions, methylation status, single nucleotide polymorphism (SNP), and investigate genomic rearrangements.


The Illumina HiScan and MiSeq is a massive parallel next-generation sequencing by synthesis instrument, which has become a core technology for genome analysis and discovery in the Genetics Branch as is related to the biology of cancer. High throughput sequencing is a highly competitive and rapidly evolving technology where the ability to generate every increasing amounts of sequencing data is key. In addition, the Illumina cBOT are used to prepare samples to run on the Illumina HiScan and MiSeqs equipment. The extended warranties will allow the NCI to continue to generate sequence data relevant to our research on the Illumina HiScan and MiSeqs.  The Illumina cBot is used to prepare samples to run on the Illumina Genome Analyzer.


The current requirement of the Genetics Branch is for a 11 months of preventative maintenance for all labor, materials and equipment for Illumina HiSeq, two MiSeqs and cBot. All maintenance services shall be performed in accordance with the manufacturer's standard commercial maintenance practices.


Illumina is the only known company that provides warranty and maintenance on the HiScan, MiSeqs and cBot equipment. The content related to this equipment is proprietary and protected under patent rights. Therefore, it is unavailable from other sources than the original manufacturer. Use of any other service agreements on these instruments would void support of the equipment by Illumina.


This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00 PM EST, on February 26, 2016. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
