This is a combined synopsis/solicitation for Alabama Army National Guard. We are seeking entities capable of providing service inspections: that include diagnostics, repairs, and testing of the programming and synchronization of ARI-HETRA shop lifts. The preventive maintenance service will include traveling to eighteen (18) Locations, to preform safety inspections for 118 shop lifts located in maintenance facilities throughout the state of Alabama. The associated North American Industrial Classification System (NAICS) code for this procurement is 333318 with a small business size standard of 500.00 employees. This requirement is a Small Business set-aside and only qualified offerors may submit bids. All vendors must be registered in the System for Award Management (SAM).
The following is the list of items and descriptions requested under this RFQ:
• Diagnostic of ARI HETRA shop lifts
• Mobile capabilities to travel within state during work hours Tuesday-Friday (0700-1730)
• Provide on-site Repairs using Government Purchase Card (GPC) as a payment for parts and labor. All parts must be new.
• Contract Completion within 2-3 week from the initial start date
• Provide on-site service parts when required or have the capability to order/receive parts within seven days, with no additional travel fees.
• Perform safety inspections on 118 shop lifts
• Provide proof for Certified Technicians

Quotes MUST be good for 30 calendar days after submission.


SECURITY REQUIREMENTS
A. Work performed is UNCLASSIFIED. The Contractor during the performance under this contract shall comply with all applicable Department of Defense (DoD) security regulations and procedures. The Contractor shall coordinate with the P.O.C all issues dealing with access to Government buildings, facilities, or property.


B. The Contractor will ensure that personnel have proper identification for entry or access to location.


Simplified Acquisition Procedures will be utilized. Offers will be evaluated as lowest price technically acceptable. The Government intends to evaluate offers and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The clause at 52.212-1, Instructions to Offerors-Commercial Items and 52.212-2, Evaluation -Commercial Items apply to this acquisition.

(b) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:


Evaluation:(i) Technical capability of the service offered to meet the Government requirement; (ii) price. (see FAR 15.304); and include them in the relative order of importance of the evaluation factors, such as in descending order of importance.)


1. Technical. The technical factor takes into account how well an offer addresses the requirements. This includes, but is not limited to, addressing the qualifications of personnel, special qualifications of the proposed services, technical specifications, and conform to all security requirements. This shall serve as a means in determining technical excellence during the evaluation process.


Technical capability will be assigned one of the following ratings:


Adjectival Rating Description
Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength,and risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of non-performance is high.
Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is un-awardable.
