The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to:

ABIOMED, INC.

The NAICS code for this requirement is 811219; the business size standard is $20,500,000.


The objective of this sole source award is to procure service maintenance for base year plus four (4) option year on Government Owned for Abiomed Circulatory Console and Cart as listed below.


01. Base year for service maintenance contract for :
Impella Units, ECN#135799, SR#IC4416 and ECN#135798, SR#IC4417
Period of Performance: 30 August 2017 to 29 August 2018
02. Option Year 1; POP: 30 August 2018 to 29 August 2019
03. Option Year 2; POP: 30 August 2019 to 29 August 2020
04. Option Year 3; POP: 30 August 2020 to 29 August 2021
05. Option Year 4; POP: 30 August 2021 to 29 August 2022

ABIOMED, Inc. is the only source that provides service maintenance for the listed Government owned equipment that meets the requirements identified herein due to the proprietary nature of this equipment, no other company was found that could access the software to provide maintenance should a problem arise. ABIOMED Inc. has patent rights and proprietary ownership of their products, parts, services and does not authorize third party service dealers or retailers to service or resell their equipment of parts. Additionally, parts utilized in repairs are Original Equipment Manufacturer (OEM) parts/components in order to ensure maximal function and that liability and warranty on devices are intact.


This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.


Capability statements are due by 10:00 AM Local Time, 31 July, 2017. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: uyen.t.tran6.civ@mail.mil.
