The National Cemetery Administration is soliciting offers under Solicitation No. VA786-17-Q-0400 for an alarm system upgrade to three of its buildings at Great Lakes National Cemetery; 4200 Belford Rd.; Holly, Ml 48442

The Contractor shall furnish all system programming, testing and final adjustments, equipment, installation and services to upgrade service in the Administration, Maintenance and Honor Guard Buildings.

All questions shall be submitted in writing to the Contract Officer (CO) at Katherine.Iacovelli@va.gov. All questions due by 8/9/17 at noon.

Work shall be performed in strict accordance with all terms, conditions, specifications, and schedule. Performance shall be in accordance with the requirements, conditions, terms and representations contained in the solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes.

Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation with the lowest evaluated prices of proposals meeting or exceeding the acceptability standards for non-cost factors.

The non-cost factors are Past Performance and Technical. Technical has sub factors of Equipment and Product.

Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors.

This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB).B The NAICS Code is 561621.B Size standard is $20.5M.B Electronic solicitations will be available for download from http://www.fbo.gov on or about August 14, 2017.

Responses to the solicitation are due by noon Eastern time on Monday, August 28, 2017.

Any amendments to the solicitation will also be available at www.fbo.gov.B Offerors are advised they are responsible for obtaining any amendments.B
