Self Powered Neutron Detectors (SPND) shall meet mandatory requirements.

NTESS is in need of 10 Self Powered Neutron Detectors (SPND) that shall meet the requirements outlined in the "Cadmium SPND Minimum Mandatory Requirements" and "Cadmium SPND Housing Minimum Mandatory Requirements" Section. Commercial-Off-the-Shelf (COTS) near equivalent models shall be considered, if available.

NTESS will be requesting a Firm Fixed Price Subcontract with the following suggested hold points/milestones:

1.    Certify Subcontractor's Quality Assurance program to NTESS.
2.    Design drawing developed and submitted.
3.    First production detector delivery.
4.    Sensitivity characterization at NTESS.
5.    Production adjustments for sensitivity (if required) and included in final design drawing.
6.    Remaining detectors delivered.

In response to this RFI, the Offeror shall submit a written discussion or draft proposal detailing the following information:
1.    Proposed product description and specification sheet describing how it meets the minimum mandatory requirements.
2.    Brief description of Offeror's Quality Assurance system.

In response to the Offerors submission, NTESS may request to conduct an on-site review of Offeror's Quality Assurance System.

Cadmium SPND Minimum Mandatory Requirements
The proposed SPND shall meet the following minimum requirements:
1.    The Detector shall meet the following sensitivity levels:
1.    Target Sensitivity: 6.67E- 20 Amps/nv (Larger is permissible).
2.    Minimum Sensitivity: 1.79E-20Amp/nv (Smaller is difficult to accept).
2.    The Detector shall meet the following size requirements:
1.    Length: 20 inches (not to exceed 24 inches).
2.    Diameter: Less than 1 inch.
3.    The Detector shall be made of high-purity cadmium (99% or better).
4.    The SPND's protective sheath shall extend from the detector location to the pool surface (minimum of 25 feet). (Drawing will be provided by NTESS during RFQ process).
5.    The SPND's emitter shall be insulated from the detector casing:
1.    Using mineral insulation material, such as MgO or AL203 (99% or better).
2.    Shall have a resistivity of >1 MegaOhm.
6.    The Detector shall be helium leak checked per a National Consensus Standard, such as American Society for Testing and Materials (ASTM) E839.
7.    The Detector's mineral insulation cable shall terminate with a Female Bayonet Neill-Concelman (BNC) connector.
8.    Offeror shall install a BNC shorting cap before shipment.
9.    Offeror shall provide operating procedures, test procedures, test results, Certificate of Conformance, recommended maintenance, material certifications and material safety data sheets.

Cadmium SPND Housing Minimum Mandatory Requirements
The Cadmium SPND Housing shall meet the following minimum mandatory requirements:
1.    The Detector housing and cable routing tube shall be made of materials compatible to its environment (e.g. water locations, high radiation, and neutron field. i.e. aluminum).
2.    The Detector housing shall be made of material that will not significantly depress the neutron flux in that region.
3.    The Detector housing shall be designed to fit in the core grid structure and rest on the lower grid (Drawing will be provided by NTESS during RFQ process).
4.    The Detector cable routing tube shall include a minimum of two turns to prevent radiation streaming (Drawing will be provided by NTESS during RFQ process).
5.    The Offeror shall provide operating procedures, test procedures, test results, Certificate of Conformance, recommended maintenance, material certifications and material safety data sheets.
