The purpose of the RFSP is to contract with one computer consulting firm on a time-andmaterials
basis for the services of one programmer/analyst. The candidate must possess at
least two years of overall experience in the computer industry as a programmer/analyst. Specific
qualifications for the programmer/analyst and the importance of those qualifications are
presented in the Criteria for Review and Approval of Proposals section. The
programmer/analyst will assist in the development of the Entity System using Visual Studio
2005.
The Entity System is envisioned to be a central server that provides names, addresses,
contacts and telephone numbers to all of ISBEs applications. While there will be some insert
capability within the Entity System, the primary responsibility of the system will be to provide
lists of potential entities to applications for those applications selection; accept proposed new
entities; and maintain associated addresses, contacts and telephone numbers for the entities in the Entity Systems care.
The Entity System will provide oversight responsibility in maintaining
unduplicated names, addresses, contacts and telephone numbers. It is hoped that the Entity
System will not only consolidate the data for the entities but also provide the means to generate
lists, mass emails and labels, thereby negating the need for multiple databases.
