The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to procure on an other than full and open competition basis the following item: Interceptor Optical Network Security System Monitor, 8100-2-D-S9-R; quantity of 2 each. The manufacturer is Network Integrity Systems, (NIS) Inc of Hickory, NC.
The applicable NAICS code for this requirement is 334290 "other communications equipment manufacturing," and the business size standard is 750 employees. The reason for restricting competition is as follows: NIS' optical network security system meets the requirement mandated within the "Information Assurance Protected Distribution System" (PDS) NAVSO Publication 5329.22. The NIS monitoring system is approved by SPAWAR, and meets the requirement for an Alarmed Carrier Protected Distribution System per NAVSO Publication 5329.22. The NIS product uses a single interceptor that has the capability of monitoring up to four continuous optical circuits in a single rack space.
Any firms believing that they can provide an equal to the above referenced equipment must submit a written response within 15 days of this posting.
This notice of intent is NOT a request for competitive proposals. However, all responses received by the closing date will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
