Amendment #00001 Solicitation #VA261-17-Q-1084

1). Question: Is there an incumbent for this scope of work in place now? If so, is there a Transition Plan in place and what are those details? What is/are the rate(s) being invoiced?
1). ANSWER: Yes there is an incumbent; Yes, there is a transition strategy which will be discussed with the successful offeror. The incumbent s prices/invoices are not disclosed due to FOIA; the solicitation included the Department of Labor Wage Determination for the area - labor rates (fully burden) should be considered in your offer.

2). Question: Section 1.0, Paragraph 1.5 The Contractor and subcontractors shall be subject to State and Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract; to include license if required by the State unless otherwise directed or waiver authorized (for Guam or American Samoa) by the VA Safety & Security Office. The Contracting Officer (CO) or the COR may request a copy of these documents at any time. Confirm or advise if there is a Waiver of Guam / Samoa License in effect OR what is the criteria to attain a waiver?
2). ANSWER: No special State license is required for a Contractor or Subcontractor to provide Security Guard services at the VA Guam CBOC or VA American Samoa CBOC, and there are no waivers necessary; the VA Safety & Security Office only requires compliance with the qualification standards in the Solicitation Performance Work Statement. Additionally: This response pertains to Security Guard License for working at the Federal VA CBOC Facility; this is not in regards to the requirements imposed by the State to have an entity Business License or Tax requirements for Guam or American Samoa.

3). Question: There is a conflict with the offer due date, one document says 22 Sept 2017 at 4 PM. EST and another document says 25 Sept 2017 at 4 p.m. EST?
3). ANSWER: The correct offer due date/time is Monday, 25 Sept 2017, by 4 PM EST. (All offer packages must be emailed and received by the Contract Specialist: Dana.brazell@va.gov).
