The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Construction Services for Security Fence and Gate Replacement at Hancock Brook Dam in Plymouth, Connecticut. This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project. The NAICS code for this procurement is 238990. The project is planned to be issued on or about June 2019. The project is expected to take approximately 1 to 2 months to complete construction. The estimated construction cost is between $100,000.00 and $500,000.00.

The existing fence and vehicle access gates at Hancock Brook Lake are in need of replacement to meet current security requirements. The construction work will consist of removing approximately 900-feet of existing 4-foot chain link fence fabric, replacing with new 7-foot chain link fence fabric, and extending the existing posts to the new height. There will be approximately 150-feet of fence demo, and 200-feet of fence realignment. In one location, the addition of a new 4-foot wide personnel gate will be required. Additionally, there are four existing vehicle access gates that will need to be replaced with new vehicle access gates (two chain link fence gates and two vehicle barrier gates), and one new vehicle access gate will need to be installed. Minor construction items in this contract include the removal of approximately 50-feet of chain link fence, drilling set screws into the door hinges of the structure on top of the Dam, and installing approximately 140-feet of new highway guardrail alongside the gate replaced on Todd Hollow Road. Storage and staging is anticipated to be located at different locations within Hancock Brook Lake property nearest to the work being done in that area.


Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm's experience performing the work requirements stated above. The projects must have been performed within the last seven years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort and their experience must also have been performed within the last seven years. Proof of bonding capability is required. Responses are limited to twenty pages. Responses are due by March 06, 2019. Responses should be emailed to:
