The National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC), 212 Rogers Avenue, Milford CT 06460 has a requirement to Replace Network Video Recorder and Cameras at the Northeast Fisheries Science Center Milford Laboratory. The project shall be completed within 45 Days of contract award.

Statement of Magnitude - $25,000.00 - $100,000.00

This procurement is 100% set aside for small business concerns. The associated NAICS code is 561621. Security Systems Service (except locksmith), with a business size standard of $20.5 million.


The Dept of Labor, Davis Bacon Act, General Decision Number CT20190023 dated 07/12/2019 is applicable to this solicitation and any resulting award.

The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable (LPTA) Offer. Technically acceptable is defined as the offeror's ability to meet all the requirements/salient characteristics identified in the Statement of Work/Specification and the offeror's demonstrated ability to perform the contract successfully through Past Performance. Only the lowest priced offer will be evaluated for technical acceptability. If the lowest priced offer is found not to be technically acceptable, then the next lowest priced offer will be evaluated. This process will continue until a technically acceptable offer is identified; not all offers will be evaluated. The following factors shall be used to evaluate offers: (1) Technical, (2) Past Performance, and (3) Price


(1) Technical (Pass/Fail)
The Government will evaluate the offeror's ability to Remove and Replace the existing 1600 Amp exterior generator transfer switch and enclosure in accordance with the Statement of Work. Offers that cannot specifically address their ability to provide the service IAW the statement of work or that do not submit a Technical Section with their offer may be rejected without further consideration.


(2) Past Performance (Pass/Fail)
The Government may use a variety of sources, data, and/or information available about the offeror's current or past performance, not just the information identified by an offeror to evaluate past performance. Offeror may submit past performance in a format of their choice or they use the attached Past Performance Information Form. Please limit Past Performance submissions to three (3).


(3) Price
The Government will evaluate price for reasonableness and award a contract to the offeror with the lowest price technically acceptable offer.
