1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.


This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.


2. This solicitation is being issued as a(n) Request For Proposal (RFP).


3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. Due to the overseas location of this requirement, no set-aside will be used in accordance with FAR 19.000(b).


The North American Industry Size Classification System (NAICS) code associated with this requirement is 811219.


Description:


The Contractor shall provide a comprehensive proposal to include all personnel, labor, equipment, supplies, tools, materials, supervision, travel, periodic inspection, minor repair, and other items and services necessary to provide maintenance for all RAF Mildenhall, RAF Lakenheath, and RAF Feltwell vehicle barrier systems. The contractor shall comply with all United Kingdom (UK), United States Air Force (USAF), and local regulations in performance of this contract.


Place of Delivery/Performance/Acceptance/FOB Point:


Place of Performance for this requirement will be the three U.S. Visiting Forces (USVF) installations of RAF Lakenheath, RAF Mildenhall, and RAF Feltwell, United Kingdom.

Proposal Submission: Proposals in response to this solicitation must be submitted no later than 0900 British Summer Time on Wednesday, 4 September 2019. Proposals must be submitted via email to either the Contract Administrator, Kim Baker (Ph. 01638521223 / Email: kim.baker.3.gb@us.af.mil), or the Contracting Officer, Amy Elizondo-Williams (Ph. 01638522250 /Email: amy.elizondo- williams.3@us.af.mil). Proposals submitted after the time given has expired will be considered LATE, and will therefore not be evaluated for award consideration.

There will be a Site Visit hosted on each of the three (3) US bases listed on this requirement. The dates are as follows: RAF Feltwell at 0900 BST on Wednesday, 7 August 2019, RAF Lakenheath at 0900 BST on Thursday, 8 August 2019, and RAF Mildenhall at 0900 BST on Friday, 9 August 2019. All prospective offerors are highly encouraged to attend. Exact details and information for the Site Visit will be provided after receipt of the information required below. In no event shall failure to inspect the sites constitute grounds for a claim after contract award. All offerors who intend to participate in the Site Visit shall coordinate base access through 48 CONS. A maximum of 3 persons per company will be allowed to participate.  Contractor shall provide the names of company representatives attending the Site Visit and the type of vehicle they intend to arrive to the base with (i.e. company/personal car or company utility van) no later than 1500 hours British Summer Time (BST) on 6 August 2019, to the Contracting Officer, and Contract Administrator listed above.



------QUESTIONS ASKED BY VENDORS FROM PRE-SOLICITATION SITE VISIT------
48 CONS conducted a pre-solicitation site visit on 17 July 2019. As a part of the visit, we issued participating vendors some rules of engagement that contained questions we asked to them. You may find this document attached to this posting. As a result of the visit, vendors have submitted the following questions to 48 CONS for clarification:


Q: What is the planned contract duration and renewal terms?


A: The planned contract duration and renewal terms will include one (1) base year with four (4) one-year option periods and one (1) six-month extension IAW FAR 52.217-8.


Q: What is the envisaged contract commencement date?


A:The anticipated contract commencement date is 30 November 2019 with an anticipated contract award of 30 September 2019 to provide a 60 day mobilization period.


Q: The revised PWS we received didn't appear to include the list of items in the estimated workload data provided in the original PWS (appendix a,b,c) should we refer to the original or is there a revised list to be provided?


A:The formal announcement of the RFQ and applicable attachments for this requirement will be made available via the Federal Business Opportunities (FBO) web
page at https://www.fbo.gov/.


Q: We observed that there were 5 participant companies today, following today's initial site visit we understand a further detailed and comprehensive site vsit will be organised for those parties that attended today that have confirmed their interest, once the tender invitations have been issued. That being the case are there any further initial site visits ogranised for other parties? And will any other companies be invited to participate in the bidding process that were not present today? And if so have any of these other companies any additional information relating to the products or the site that places them at an advantage over those attending the site today or the later detailed site visit.


A: The Pre-Solicitation site visit held on 17 July 2019 at RAF Lakenheath is the only site visit that has been held for the Active Vehicle Barrier requirement. We do not plan to schedule any additional Pre-Solicitation site visits. The Solicitation site visit(s) will be scheduled pending the post of the solicitation to FBO. We are tentatively planning solicitation site visits for the week of 5 August 2019. the formal announcement for site visit dates will be announced via FBO. This information, as all details that have been shared regarding this acquisition, will be available to all potential offerors who are monitoring the FBO site for release of the solicitation package and any amendments.

--------------------NOTICE OF INTENT 18 JULY 2019----------------------
This announcement serves as notice to all potential offerors that the 48th Fighter Wing Contracting Squadron (48CONS), RAF Lakenheath, Building 977, Boston Drive, Brandon Suffolk IP27 9PN, United Kingdom anticipates the release of a formal Request for Quote (RFQ) under solicitation number FA5587-19-R-A005 for Active Vehicle Barriers Maintenance services. The contractor will provide preventative maintenance and minor repair in accordance with the performance work statement (PWS). The North American Industry Classification System (NAICS) code for the solicitation is 811219-Other Electronic and Precision Equipment Repair and Maintenance.48 CONS is advertising the intent to post the RFQ on or around 2 August 2019, for the Active Vehicle Barrier Maintenance services requirement of an expected 30-40 vehicle barriers located at RAF Lakenheath, RAF Feltwell, and RAF Mildenhall.


The period of performance of the contract will be issued under full and open competition procedures and is prescribed to include one (1) base year with four (4) one-year option periods and one (1) six-month extension IAW FAR 52.217-8. The contract will commence on 30 November 2019 with an anticipated award date of 30 September 2019 to provide a 60 day mobilization period. The formal announcement of the RFQ and applicable attachments for this requirement will be made available via the Federal Business Opportunities web page at https://www.fbo.gov/. No paper copies will be issued. Potential offerors are responsible for monitoring this site for release of the solicitation package and any amendments.

--------------PRE-SOLICITATION SITE VISIT 17 JULY 2019---------------


48 CONS will be holding a pre-solicitation site visit for the maintenance of our Active Vehicle Barrier systems located on RAF Lakenheath and RAF Mildenhall, Suffolk, England.
The description of services is as follows:
The Contractor shall provide non-personal services, to include all personnel, supervision, tools, supplies/materials, equipment, and other items necessary to maintain and repair all security equipment at RAF Mildenhall, RAF Lakenheath, and RAF Feltwell in a manner that will ensure continuous and reliable operation. The following types of security equipment and Active Vehicle Barriers (AVBs) on these Installations are identified (but not limited to): Bi-Fold Gates, Drop Arms, Tire Shredders, Hydraulic Bollards and Final Denial Barriers. Inspections, preventative maintenance (PM), emergency call-outs, and routine repair call-out services shall be in accordance with each manufacturer's specifications, state and local codes, and commercial practices.


The Contractor shall ensure inspections, PM, emergency call-outs, and routine repair call-out services are in accordance with each manufacturer's specifications, and comply with applicable Federal laws of the United States, Unified Facility Criteria (UFC), Local laws of the United Kingdom and commercial practices and procedures.


We will be providing draft copies of the Performance Work Statement and other relevant documents on site for contractor review and comments.


The site visit will be held at 1300 on the 17th of July beginning at RAF Lakenheath.
