THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. GENERAL INFORMATION:
The Department of Veterans Affairs intends to procure Secure Transportation for Veterans eligible to or from a VA Medical facility, inside or outside the local area. This transportation is required for those Veterans who, due to mental deficiency, may present a risk to themselves or others for the VA Southern Oregon Rehabilitation Center & Clinics (SORCC), White City, Oregon. Salient characteristics include:

Transportation in a vehicle to provide limited egress for VA beneficiaries considered to be at risk of harming themselves or others during transport to and from local facilities, Roseburg VA Medical Center (RVAMC), Roseburg, Oregon and Portland VA Healthcare System (PVAHCS), Portland, Oregon.
Provide at least two (2) secure vehicles for this service. All vehicles must be equipped with lap and shoulder restraints and with a separate passenger compartment which has limited egress capabilities.
The contractor shall be required to secure and maintain a for-hire licensing from the State of Oregon.
Drivers shall have a valid driver s license, completed driver s safety training, defensive driving training or its equivalent.
Drivers and attendants alike must be trained and familiar with fire and safety equipment and have successfully completed advanced First Aid courses and cardiopulmonary resuscitation (CPR) with the American Red Cross or equivalent.
All personnel shall be familiar working with persons who are disabled, elderly and/or handicapped.
The contractor shall ensure timely responses to scheduled and unscheduled orders for secure transportation which requires twenty-four hour; seven days per week services for beneficiaries of SORCC that cannot be transported by any other method.
UNSCEDULED TRIPS: The contractor shall provide secure transportation service within four (4) hours after receiving the service request.
The contractor shall be required to have communication capabilities during transport.
The contractor and his/her personnel shall use the necessary precautions to protect VA beneficiaries and property from injury or damage during transport.
All major and minor incidents, traffic accidents, or any other mishap shall be reported to the VA point of contact.

INSTRUCTIONS TO RESPOND TO SOURCES SOUGHT SYNOPSIS:
Any Small Business vendor interested and capable of meeting this requirement should provide a written statement to the Contracting Officer. Vendor response must include at a minimum:

Short Description of Capabilities
Provide short description on how you as a Small Business will meet the Federal Acquisition Regulation (FAR) requirement of performing at least 50% of the contractual work.

Any response to this notice must show clear and convincing evidence of the Vendor s capability of meeting this requirement.

Please note, responses will be shared within the Government and project team, but otherwise will be held in strict confidence.
