Secure Mail Operations Contract
The United States House of Representatives (USHR), the Library of Congress (Library) and the Architect of the Capitol (AOC) participate in a joint mail operation contract that supports the day to day operations of the Capitol Complex.
In October 2001, the House mailroom received an envelope containing Anthrax and the contamination spread throughout the several House office buildings. Mail operations were modified under the direction of the Science Advisors sanctioned by the House (House Science Advisors). All secure and traditional mail processes were moved from the House campus to remote sites. It was at this point that the Library joined the House in its mail services contract. For several years following the Anthrax attack, mail operations and processes evolved under the guidance of the House Science Advisors. The AOC joined the mail Contract in 2018.
The Chief Administrative Officer (CAO) of the USHR is currently seeking Contractor to staff, manage secure mail collection, bio-metric screening and distribution for the House, AOC and Library as a follow-on to its current secure mail contract, that is set to expire later this year. The House agrees to grant to the Contractor for the stipulated period, subject to the contract requirements and conditions herein, the right to establish, manage, and provide mail and courier service for the Joint Mail Operation. This contract conveys no other rights or privileges. The service requirements set forth are the minimum requirements for the contract. It is the desire of the CAO that the Contractor incorporate improvements in mail applications, technologies and management initiatives.
