Section 8 Performance Based Contract Administration Contractor
The U. S. Department of Housing and Urban Development (HUD) has expressed its intention of
rebidding Section 8 Performance Based Contract Administration (PBCA). The Virginia
Department of Housing and Community Development (VDHCD) seeks a qualified organization to
assist VDHCD in apply to HUD to serve as the Section 8 Performance Based Contract
Administrator for the Commonwealth of Virginia. during the period from December 15, 2009
through February 28, 2010 (the Application Phase). Upon selection of VDHCD by HUD as the
PBCA for Virginia, the successful applicant of this RFP will conduct comprehensive PBCArelated
duties under a contract with OHFA for the time period between March 1, 2020 and June
30, 2014 (the Administration Phase). The services provided will be in accordance with all
applicable program rule, regulations and policies issued by VDHCD and HUD.
