In early 2014 the Park Board of Trustees commissioned the creation of a Beach Park Master Plan with a focus on East Beach and Stewart Beach Parks. Through facilitated discussion with the community, staff and the Trustees a Master Plan was developed and adopted by the Park Board and ratified at City Council in 2015. The plan is to be included in their Parks, Recreation, and Open Space Master Plan. The final product of the Master Plan identified short and long term priorities for the Park Board's consideration in improving the Parks, with a focus on the following guiding principles:
Safety and Customer Service are Priorities
Create and Expand Programming based on the 'Power of 10 Model'
Historical Architecture and Public Art
Invigorate Resident & Visitor Interest
Increase Efficiency of Entering and Parking at the Beach
Improvements Need to be Economically Positive
Maintain Beach /Environmental Integrity
Maintain Views
Due to aging infrastructure and increasing expenditures for maintenance; one of the largest projects that came out of the master planning discussion was the need to begin to plan for a new pavilion at Stewart Beach Park.

Other challenges that will need to be considered in the design process will be the high salinity on the beachfront and its corrosive effect on building materials and fixtures and architectural design considerations in a Coastal VE Zone and floodplain. The familiarity with these issues will play a role in determining qualifications.
