The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement shall be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park, and project on your package (DEVA 227652; Scotty's Castle VC and Hacienda) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small).

Your email capability information MUST be six (6) pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels.


Your response is due no later than 12:00 pm Mountain Time on Monday, March 11, 2019.


The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms shall be registered and certified in www.SAM.gov.

Scotty's Castle Flood Recovery Assessment

Project Description
This project restores the 3,600 square foot historic Scotty's Castle Visitor Center, accessible parking, and pedestrian walkways, and Hacienda building. The Scotty's Castel campus has been closed to the public since a massive flash flood in 2015 damaged the site extensively. This project restores flood damage to the interior and exterior of the historic Garage/Long Shed/Bunkhouse: a structure consisting of three connected buildings, which are contributing features of the Death Valley Scotty Historic District. The Visitor Center occupies the historic Garage. This project includes reconstruction of one exterior wall, replacement of studs damaged by termites, replacement of sheet rock and interior finishes, replacement of damaged doors and windows, exterior stucco repairs/restoration, restoration of historic redwood doors, removal of damaged asbestos floor tiles, replacement all interior finishes, replacement of the roof, new fire suppression system, repair/replacement of electrical systems, and replacing the heating, ventilation and air conditioning (HVAC) system in the Visitor Center portion of the structure. This project shall repair approximately 72,000 square feet of pedestrian plaza and walkways. The pedestrian walkways at Scotty's Castle shall be upgraded to provide ABAAS accessible routes for visitors to enter the Visitor Center and Scotty's Castle with minimal visual impact on the cultural landscape. The walkways were in poor condition before the flood, and are completely unusable after the flood damaged and removed sections of the surface. Three accessible parking spaces and an access ramp shall be installed in the parking lot adjacent to the Visitor Center. The adjacent Hacienda building will receive interior renovations of the office spaces on the lower floor and apartments on the upper floor. Hacienda rehabilitation includes selective demolition, limited hazardous materials mitigation, structural work, interior and exterior finishes, and new MEP systems.


Interpretive exhibits at the Scotty's Castle Visitor Center shall be installed BY OTHERS following the completion of the construction contract. There are a number of projects going on at the Scotty's Castle complex with a single access road. Coordination with other contractors for access and staging is critical on this project.

Firms interested in the project shall possess the following specialized skills and experience and address these specialized skills and experience in their responses to this Notice, a submission of no more than 3 projects shall suffice to show experience and skills.


1) Experience performing the following work:
a. Rehabilitation of historic buildings
b. Site Civil (including ABAAS routes and parking)
c. Working within harsh desert conditions
d. Projects located in remote areas


2) Relevance of Project Experience to this Project:
a. Coordination with other contractors on congested project sites
b. Historic and Natural resource protection
c. Work for National Park Service or other federal agencies.



Bonding Capability
Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity.
