The United States Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, under the authority of the FAR 6.302-1 with CSRA to provide support services to the EPA, Office of Water (OW), Engineering and Analysis Division in the Office of Science and Technology (OST) under contract titled Technical and Administrative Support for the Engineering and Analysis Division, EP-C-12-008, for an additional 4,100 level of effort labor hours to be utilized to extend the contract which expires June 14, 2017, by two months, until August 14, 2017.  The additional 2-month extension is necessary due to unforeseen circumstances which is delaying the timely award of the follow-on contract.

The EPA Office of Water, Engineering and Analysis Division in OST requires the contractor to provide the level of effort, material, equipment, and facilities necessary to provide to satisfy specific and evolving programmatic support needs related to those of a technical and scientific nature, including sampling, and related support; sampling data review and/or analysis; sampling database management; method revision or development; evaluation and validation; laboratory and sampling audits; quality assurance/quality control QA/QC support; and meeting support. The contractor shall provide technical, analytical logistical, and information technology support to the EPA in its efforts concerning the measurement and control of water, wastewater and related matrix constituents. Specific requirements of the tasks will be identified in specific work assignments coordinated and managed by the EPA Contract Level Contracting Officer Representative (CL-COR) and issued by the EPA Contracting Officer (CO). The services to be performed under this two-months extension to support continuation of scope of work approved under the current approved performance period include but are not limited to the following.

a)      Assessment and development of revised or new industrial ELGs.

b)      Development, review, or validation of new or revised methods to characterize environmental processes and conditions.  Examples include chemical, radio-chemical, microbial, and whole effluent toxicity (WET) analytical methods and evolving techniques (e.g. continuous monitoring devices and remote sensing).

c)      Sampling – related activities for a variety of sample types. This may include planning, actual sampling, and/or coordination of sample distribution to laboratories and analysis of samples collected by teams other than the contractor.

d)      Sample analysis of field samples. This may include identifying and subcontracting for the services of an appropriate laboratory; sample analysis, review of such analyses, and database development and/or maintenance.

e)      Development, implementation, and audits of quality assurance/quality control procedures and related training materials.

f)       Development and management of databases for effluent guidelines and other environmental programs.

g)      Technical support for regulations, enforcement, litigation, and cooperative monitoring efforts.

h)      Technical support in implementing and streamlining OW’s test methods approval program, including alternate test procedures (ATP) administered under the Clean Water Act (CWA) and the Safe Drinking Water Act (SDWA).

i)       Statistical support.

j)       Providing technical support in developing responses to questions of approved and modified methods including development of call log of questions asked and answered.

k)      Training, outreach, peer review, and logistical support.

l)       Meeting and professional facilitation support.

 

EPA believes that CSRA, with its experience in working the current contract, is uniquely qualified for this short term additional effort and CSRA is the only responsible source able to perform this two-months effort due to its combination of expertise, knowledge of the equipment and facilities, and familiarity with ongoing projects required to meet EPA’s critical deadlines.

THIS NOTICE IS NOT A REQUEST FOR PROPOSALS.  However, any firm believing itself capable of meeting this EPA requirement must submit technical documentation to establish its assertion.  This documentation must be submitted to Courtney Stallworth (stallworth.courtney@epa.gov) within 15 days of the electronic posting of this notice.  Telephone requests will not be honored.  A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.  The anticipated award date for this modification to the existing contract is April 20, 2017.
