This Sources Sought Notice is not a Request for Proposal and does not constitute a commitment by the Government. The Government is currently conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10, to identify potential sources to fulfill the requirement and gather information on current capabilities of businesses within the market. All information submitted in response to the Sources Sought Notice is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the U.S. Government and will not be returned.


The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Geodetic Survey (NGS) has a requirement for to scientific and technical support services across several disciplines and programs, including Data Acquisition, and Assessment and Modeling.


Services may include the following:
1. perform aerotriangulation;
2. process disaster response imagery;
3. modify, install, and operate airborne remote sensing equipment;
4. plan aeronautical surveys for airport instrument approach procedures;
5. explore new scientific approaches for coastal mapping using bathymetric methods;
6. consult on the research and development (R&D) regarding Geodesy and Remote Sensing Technologies;
7. manage the acquisition and processing of airborne gravity (aerogravity) data including storage, data analysis, and R&D of processing tools;
8. integrate new aerogravity data into Geoid models and validating/testing the new models;
9. resolve geodetic technical issues with data values, adjustments, database loading, data publication and data management;
10. perform quality control, checking and database loading of projects submitted from outside users;
11. day-to-day management of research laboratory;
12. assist in planning, experimental design, and execution of research for Geoid modeling;
13. support production of Geoid models;
14. evaluate terrestrial gravity data relative to airborne and satellite gravity data;
15. analyze samples and observational images collected for in support of estuarine and coastal ecology; and,
16. perform data entry management and record keeping in research investigating coastal processes.


This notice is posted on Federal Business Opportunities (FBO) and General Services Administration (GSA) e-Buy. The Government believes the appropriate schedule for this requirement is 00Corp, Professional Services Schedule (PSS). The applicable Special Item Number (SIN) is 874 1, Integrated Consulting Services.


For informational purposes only, four (4) draft call orders' Statements of Work are attached to assist in gaining a more in-depth understanding of the overall needs of NGS. Interested parties are only required to address (sufficiently) their ability and capability to perform the above 16 support areas.

The NAICs code is 541611, Administrative Management and General Management Consulting Services. The Size Standard (average annual receipts) amount is $15 million.


Interested firms must demonstrate the following:
1. Technical expertise and experience in acquisition, processing, and quality control of airborne gravity data, spherical harmonic geoid modeling and particularly the integration of airborne gravity data into geoid models, testing and validating gravity data and geoid models against independent data sets (examples: altimetry, GPS/leveling), and evaluating and adjusting terrestrial and marine gravity data relative to airborne and satellite data.
2. Knowledge of airborne gravity processing and geoid modeling theory
3. Experience conducting research related to airborne gravity processing and geoid modeling, particularly in emerging technologies or methods
4. Experience writing, testing, and optimizing software for the purposes of processing airborne gravity data, creating and testing geoid models, forward modeling, and performing spherical harmonic analysis
5. Experience managing the activities stated above


No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Please submit your firm's statement of capabilities, not to exceed ten (10) pages; including:
1. Your firm's DUNS number and CAGE code;
2. Your firm's Small Business Administration (SBA) certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or SBA 8(a) program certified;
3. Capability of fulfilling the end-to-end requirement as described herein is necessary. Should a firm not have full capability in house they must demonstrate teaming arrangements to be considered fully capable.
4. If replying to the GSA e-Buy posting, identify your firm's GSA Schedule number.


Standard brochures will not be considered a sufficient response to this notice. Information must be received by the Contract Specialist, Jessica L.
