House Bill 225 sponsored by Representative Mimi Stewart, was passed by the 2006 Legislature
and signed into law by Governor Richardson. This legislation established a Reading Materials
Fund to assist public schools that want to change their reading programs from the current
adoption to a scientifically-based reading research (SBRR) program including a core reading
program, supplemental, and/or intervention reading materials and programs.
A school district may apply for funding for its reading program if:
1) the district selects no more than two comprehensive published core reading programs; and
2) the core and supplemental materials are:
a) highly rated by the Oregon Reading First Center:
http://reading.uoregon.edu/curricula/index.php (refer to Appendix A, page 9); or
b) highly rated by the Florida Center for Reading Research:
http://www.fcrr.org/FCRRReports/contents.htm (refer to Appendix B page 11); or
c) listed in the International Dyslexia Associations Framework for Informed Reading and
Language Instruction (refer to Appendix C, page 13) and
3) the district has established a professional development plan describing how it will provide
teachers with professional development and ongoing support in the effective use of the
selected instructional materials.
Please note that the materials listed on the above websites are most appropriate for grades K-3.
In some cases the cores may be used with 4th grade students, and in many cases the
supplemental and intervention materials can be used successfully with students in grades 4-6
depending on the students needs. The Dyslexia Associations materials can be used in any
grade depending on the students area of challenge.
