The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of Office of National Ocean Services (NOS) is soliciting a requirement to engineering services onboard the ONMS Research Vessel R-8501. Provide all labor, material and equipment in accordance with the attached Statements of Work.
This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 541330, which has a corresponding size standard of $14,000,000.00 employees.
Solicitation number EA-133C-14-RQ-0699 will be issued July 14, 2014 and will close July 28, 2014.
The total period of performance for all work specified in the Statement of Work is one year from the award date for these services - August 1, 2014 through July 31, 2015.
Evaluation factors for Award
The Government will issue a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation results in the best value to the Government, considering both price and nonprice factors as specified in the solicitation. The following factors will be used to evaluate quotations:
Past Experience: Vendors shall provide a minimum of three jobs of similar scope and size within the past three years.
Price: Vendors will be evaluated on the basis of low price in conjunction with past experience.
All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about July 30, 2014.
