School Behavioral Health Program
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY; it is not a Solicitation (i.e. Request for Proposal, Request for Quotation, or Invitation for Bids) or an indication that the Health Readiness Contracting Office (HRCO) will contract for the services contained in the RFI. The HRCO on behalf of MEDCOM has developed this RFI to solicit market research information from industry to assist the Government with analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues and also to identify potential sources in the commercial marketplace for this requirement. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a Solicitation is issued, it will be announced on the Federal Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government's acquisition approach on a future Solicitation. Questions for industry are attached to this announcement.
RESPONSES: Respondents to this RFI are to describe their interest and ability to perform the requirements summarized within this notice. Responses are to contain (1) company name, (2) DUNS and CAGE code, (3) business size pursuant to NAICS code 611430 (size standard $11 million ), (4) mailing address, (5) primary point of contact information, to include telephone number and email address and (6) If applicable, current GSA contract number and applicable SINs. (7) Proof of educational degree(s), professional licenses, and certifications, (8) to be of greatest value to the Government, provide responses to the QUESTIONS FOR INDUSTRY (below). Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of five (5) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. No faxes, courier delivered, or telephone inquiries/submissions will be accepted.
DESCRIPTION OF REQUIREMENT/BACKGROUND: The requirement is for the contractor to provide qualified professional services, materials, and supplies necessary for training, education and consultation services related to the SBH Program of the U.S. Army MEDCOM's CAFBHS, as managed by the CAFBHO located at Joint Base Lewis-McChord, WA. The US Army is providing innovative health care to meet the Behavioral Health (BH) needs of military children and families. The SBH Program is a consultative and collaborative behavioral health care model for Army Children and their Families specifically targeted towards "school-aged" (mostly kindergarten through Grade 12 and some Pre-school aged) participants. The program was mandated by the US Army Medical Command Operations Order (OPORD) 14-44 (Child and Family Behavioral Health System (CAFBHS) Implementation). The basis of OPORD 14-44 was to implement a standardized Behavioral Health Model within the United States Army, which includes establishing the SBH Program at on-post schools in partnership with the local educational school districts or the Department of Defense Education Activity's (DoDEA) school systems.
The idea of the requirement is to implement the School Behavioral Health (SBH) Program uniformly across the U.S. Army by training, educating and consulting the entire involved school faculty, staff, SBH Program Coordinators and clinical providers on the SBH Program's mission, structure, processes and goals. The SBH program requires the Contractor to analyze, evaluate and collect data on the participants (active-duty and retired military school-aged children); and to train, educate and consult the school faculty, staff, SBH Program Coordinators and clinical providers on model findings and evidence-based interventions that coincides with proper treatment and management of the participating active-duty and retired military school-aged children. The Contractor will also be responsible for tracking trends, identifying various program strengths and weaknesses, and make recommendations on corrective measures of various evidence-based interventions and best practices. The desired time frame for program management of each individual school facility will expand over a three-year period from program initiation to the ideal maturity phase of an independent self-managed phase. The continuing contract will include those school facilities that have not reached the three-year maturity date of program interception as well as newly incorporated and projected Military Installation school locations. Additional information relating to the requirement can be found in the attached DRAFT PERFORMANCE WORK STATEMENT (PWS).
QUESTIONS FOR INDUSTRY: The Government desires that respondents offer their experience and recommendations on the following questions related to the requirement.
(1) Does your company currently provide professional training and development training services specifically related to Child and Adolescent Behavioral Health to organizations within the commercial market and/or Federal Government? Do any of your professional services include behavioral health specific to military dependents? If so, describe the services, including scope, complexity, and customer base for which you provide services.
(2) What are the industry standards for school behavioral health (SBH) models? Are there lessons learned from successful/less than successful SBH models that the Government would benefit from?
(3) Is your company considered a market leader in Child and Adolescent Behavioral Health School Behavioral Health Services? If so, please explain.
(4) Are there innovative approaches used by your company for these types of services? If so please explain?
(5) Does your company have a current GSA schedule which includes an SBH model and/or associated services? If so, what is the GSA contract number, expiration date, and order limitations?
(6) Given the requirements provided in the attached DRAFT PWS, what approach and/or ideas can your organization provide to the Government that can assist in accomplishing the overall objective?
(7) Do you anticipate any challenges recruiting qualified personnel for performance on this requirement? If so, what are your suggestions for how the Government can modify the initial tasks to mitigate these challenges?
(8) What type of acquisition strategy would you recommend for this type of requirement? Please include your suggested contract type, CLIN structure, unit of issue, pricing arrangements, and performance incentive strategies in your response.
(9) What are your questions/concerns with the requirements identified in the DRAFT PWS? If providing comments, please refer to the paragraph number whenever possible so that the Government can accurately reference the area in question.
(10) Should the Government publish a formal solicitation, do you anticipate any challenges preparing a competitive price proposal to meet the requirements of the PWS? Do you anticipate any perceived barriers to competition or strategic constraints in the local markets?
