Satellite Service
This Invitation for Bid (IFB) is issued to obtain pricing and a contract
satellite transport service. This will serve as a diverse backup transport facility in portions of the terrestrial
transport network primarily in use by the State. It will also provide for emergency installation of
connectivity, and provide an economical alternative to other primary broadband services. This satellite
service using Very Small Aperture Terminal (VSAT) technology will be used to transport Internet, voice,
data, and video services for State agencies. The service is to be installed as requested by demand.
Primary access for network data transport via satellite is included.
Major uses of the VSAT network will be, but are not limited to:
1. Data transport to/from the State networks
2. Broadband Internet Access
3. Backup access continuity for the State data network
4. Emergency Preparedness and Continuity of Business
5. Transport of IP voice and video, including voice over the P25 trunked radio system
The primary objective is to establish a usable contract with Hughes Network Systems or an authorized
partner who is able to provide:
1. A wide variety of products
2. A wide variety of services
3. A wide variety of support/warranty services
