1. This announcement is a SOURCES SOUGHT NOTICE for Market Research only; this is NOT an Invitation for Bids (IFB) or Request for Proposal (RFP).  This announcement is for information and planning purposes only and is not a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought notice is to determine interested parties, socioeconomic status availability, and capabilities. Information received from this Sources Sought Notice may be utilized in preparing potential solicitation documentation, however, this notice is not a guarantee that a solicitation will follow. THERE IS NO SOLICITATION AT THIS TIME. This request is purely exploratory in nature; submission of any information in response to this market survey is purely voluntary; and the government assumes no financial responsibility for any costs incurred.

2. The small business size standard for this NAICS Code is 237990 for Other Heavy and Civil Engineering Construction. The small business size standard for this NAICS is $27.5 million, and the Product Service Code is Z1KF for Maintenance of Dredging Facilities.

3. BACKGROUND:

The project is located approximately five miles west of the Golden Gate Bridge in the waters leading into San Francisco Bay.  Project Operations and Maintenance (O&M) provides for annual maintenance dredging to be performed on the San Francisco Main Ship (Bar) Channel to attain a 55 foot project depth at Mean Lower Low Water (MLLW). This critical channel, which is the gateway to San Francisco Bay, is 2,000 feet wide by 16,000 feet long.  The Bar channel is subject to high intensity North Pacific Ocean weather and waves, and can experience hazardous sea states at any time during the year.

The project is maintained annually, typically with the Government Hopper Dredge Essayons, with disposal at a nearshore beneficial re-use demonstration site adjacent to Ocean Beach, and SF-8, adjacent to the federal channel.  Typical dredged volumes are on the order of 500,000 cubic yards. This work can only be accomplished with the use of a hopper dredger. Please see the submission requirements below and respond accordingly.

5. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE

5(c). In the event that the organization is a small business, state the category of small business, such as 8(a), HUBZone, Veteran Owned Small Business, Woman Owned Small Business, or SDVOSB. 
5(d). Statement of Capability (SOC) - Send a statement demonstrating:
a. Skills, equipment, and personnel required to perform the specified type of services are available, or can become available if the contract is awarded. Indicate whether the organization has access to a hopper dredger and the availability of this equipment.
b. Recent and relevant experience in identification and mapping within the last three (3) years.

7. RESULT INFORMATION: 
Respondents WILL NOT be notified of the results of the evaluation. Firms responding to this sources sought notice, who fail to provide all the required information requested, will not be used to help by the government to make the acquisition decision, which is the intent of this sources sought announcement.
