OPENING STATEMENT:
All information provided in the presolicitation notice published on FBO on June 27, 2016 will remain the same, except the solicitation shall be advertised as a Service-Disabled Veteran-Owned Small-Business Set-Aside.
INTRODUCTION:
The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the construction of a parking garage at the San Diego, CA VA Medical Center (VAMC). This is a Design-Bid-Build project.
PROJECT DESCRIPTION:
This project consists of a new independent multi-story parking garage providing approximately 327 vehicle parking spaces located at the VA San Diego Healthcare System. The proposed parking garage is located on an existing sloping surface parking lot south of the existing main hospital and east of the future Phase 3 parking structure by others.
Work includes general construction, alterations, roads, walks, grading, drainage, necessary removal of existing items and construction and certain other items. Work also includes all labor, material, equipment and supervision required to perform the Electrical and Mechanical construction work on this project.
ADMINISTRATIVE:
The solicitation will be issued as an "Invitation for Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small-Business Set-Aside. Offers received from other than Service-Disabled Veteran-Owned Small-Business concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 million. The solicitation will be issued on or about July 11, 2016. A site visit is planned for July 19, 2016 at the San Diego VA site. The period of performance is approximately 270 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $5,000,000.00 and $10,000,000.00. All questions must be submitted in writing to the issuing office via email to ashley.mcavinew@va.gov.
