This solicitation and resultant contract is for the purpose of the Salmon-Challis National Forest (SCNF) obtaining helicopter-based aerial services described herein (note that services using fixed wing aircraft or unmanned aerial vehicles are not being solicited for this contract). All services procured shall be accomplished in a safe, effective, environmentally aware manner and in accordance with all federal, state, and local laws and regulations.
Work under this contract consists of two base items (1,926 acres) and up to nine option items (3,605 acres), including (a) the application of herbicides in both 2019 and 2020 on up 5,531 acres of cheatgrass (Bromus tectorum), spotted knapweed (Centaurea maculosa) and rush skeletonweed (Chondrilla juncea) infestations.

This project will support rehabilitation objectives for areas within the 2012 Mustang Fire, including (1) fine fuels reduction resulting from cheatgrass invasion, (2) big game winter range habitat improvement and (3) restoration of native plant communities.


Work will occur in the fall or winter months in Lemhi County, Idaho, on lands administered by SCNF on the North Fork Ranger District, just west of North Fork, Idaho (see Project Area Description below for specific information).


Unless otherwise specified as furnished by the Government, the Contractor shall provide all labor, supervision, equipment, materials and operating supplies, transportation services, permits, and licenses necessary safely survey/monitor, and apply herbicides using appropriate helicopter-mounted equipment, in accordance with the contract specifications and applicable federal and State of Idaho regulations. This includes fuel, fuel truck, support vehicles and personnel, and any other services or supplies necessary to support aerial operations.
