Purpose: Maryland Army National Guard proposes to enter into a Firm-fixed Price contract with a contractor who shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide a qualified safety consultant to conduct safety and health assessments building Inspection Services as defined in this Performance Work Statement (PWS). The contractor shall perform to the standards in the contract.
Synopsis:
This is a new requirement. No incumbent. No Prior Contract. This is combined synopsis/solicitation for commercial items prepared in accordance with the format prescribe in the Federal Acquisition Regulations (FAR) subpart 12.6, and subpart 13.106 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation W912K6-19-Q-0053 is being issued as a request for quotation (RFQ). The NAICS code associated with this procurement is 541350- Building Inspection Services with a size standard of $7.5Mil. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular FAC 2019-03 is effective June 12, 2019. This acquisition is set aside for 100 percent for small business set aside. The government shall not exercise any supervision or control over the contract services providers performing the services herein. Such contract service provider shall be accountable solely to the Contractor who, in turn is responsible to the Government. The results of this requirement will be a Firm-Fixed priced (FFP) contract. The Government reserves the right to make multiple awards based on the results of the quotations. The right to make no award is reserved in the event it is advantageous to the Government to do so. This requirement is set aside as total small business. Offer/Bid must be valid for 60 days. All offers will include the Service Contract Act (SCA) Wage Determination for the County in Maryland as the daily reporting location where the service will be conducted high lighting the applicable wage categories. Wage Determinations can be found on the following website: https://www.wdol.gov/.

The Offeror shall provide a complete quote IAW attached Performance Work Statement (PWS).


 


Contract Type and Evaluation Criteria:
Award will be made to the most responsive and responsible offeror whose offer results in the lowest total price that meets the minimum needs of the government and adheres to the requirements of the solicitation. The North American Industry Classification System (NAICS) code for this quote is 541350 Building Inspection Services. The small business size standard is $7.5 Million. This acquisitions is set aside 100 percent for Small Business.

Destination/Delivery:

Period of performance: 12 months
Site Visit: No site visits will be conducted.
Acceptance Criteria: Basis for award is "Lowest Priced most advantageous to the government" with the quote that provided the greatest overall benefit to the government with consideration of price, past performance. Also, for evaluation purposes your solicitation package must include the spreadsheet of the sites to include travel costs.

The solicitation and associated information will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Quotes shall be submitted by email, at ng.md.mdarng.list.uspfo-arpc@mail.mil; no later than August 27, 2019 by 1:00 PM. Quotes shall be clearly marked with the RFQ#. Offerors are hereby notified that if their quotes are not received by the date, time, and location specified in this announcement, it will not be considered by the agency. If solicitation packages are incomplete they could be deemed as non-responsive. Telephone request will not be considered. It is the responsibility of the offeror to view the website for any changes or amendments to this RFQ.


Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted via email at ng.md.mdarng.list.uspfo-arpc@mail.mil no later than August 20, 2019 by 3:00 PM EST. Questions not received within the allowable time may not be considered.
