The original synopsis was posted as follows: 
The National Aeronautics and Space Administration (NASA)/Ames Research Center (ARC) plans to issue a Request for Proposal (RFP) for Safety and Mission Assurance (SMA) services. These services cover a broad range of activities at ARC. The primary fields of work are in the following: Training, Emergency Response, Industrial Hygiene, Health Physics, Occupational Safety, Medical Services, Employee Assistance Program (EAP), Fitness Center, System Safety & Mission Assurance,
Operational Safety, and Aviation Safety.

Primary place of performance will be NASA Ames Research Center (ARC), Moffett Field, CA.


This pre-solicitation synopsis and Draft RFP is issued to replace the Request for Information (RFI) NNA582034L posted on April 1, 2016. All future communications related to this requirement will be issued under NNA17582034R.


The Government does not intend to acquire a commercial item using FAR Part 12.


This procurement consists of a one-year base period (includes 60 day phase-in) and four (4), one-year option periods.


The NAICS Code and Size Standard are 561210 - Facilities Support Services, with a size standard of $38.5 Million.


This requirement will be issued as a Full and Open Competition procurement.
Small Business Goals are as follows: Small Business 25%, Small Disadvantaged Business 5%, Woman-Owned Small Business 9%, HBCU/MI 1.5% Historically Underutilized Business Zone 1.5%, Veteran-Owned Small Business 2.5%, and Service Disabled Veteran-Owned Small Business 1.5%.
The Government is contemplating a Hybrid Firm Fixed Price (FFP) contract consisting of core contract management services and core technical requirements and FFP Indefinite Delivery/Indefinite Quantity (IDIQ) requirements for other technical requirements. Additionally, a portion of the contract will be Cost Plus Fixed Fee (CPFF) IDIQ for initial exploration and research.

No solicitation has been issued; therefore, do not request a copy of the solicitation. It is the potential offeror's responsibility to monitor Federal Business Opportunities (FBO) for the release of a solicitation or other documents relating to this procurement.
All communications relative to this presolicitation notice must be submitted in writing by e-mail, with the solicitation number in the subject line, to Marla Lefevre - marla.p.lefevre@nasa.gov. Telephone questions will not be accepted.


Each interested vendor may schedule one (1) hour-long meeting with the contracting officer. E-mail Marla Lefevre, marla.p.lefevre@nasa.gov , to schedule. Meetings will may be scheduled from April 13, 2017 through May 3, 2017, and no additional meetings will be held after this date.
