THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. THIS IS A REQUIREMENTS REQUEST FOR INFORMATION (RRFI) ONLY. No solicitation is available. This RRFI is released pursuant to FAR 15.201(e), Exchanges with Industry, and is issued for the purpose of conducting market research. The NASA Johnson Space Center (JSC) is planning to recompete the Safety and Mission Assurance Engineering Contract (SMAEC), NNJ13RA01B, which currently ends September 30, 2017. The contract has a 1 year option remaining that, if exercised, would extend the contract through September 30, 2018. The total potential value on SMAEC is $202.5M. The SMAEC is a Cost Plus Award Fee (CPAF)/Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) with a Level of Effort (LOE) component.



The intent of this RRFI is to solicit comments and input from qualified sources for planning purposes as well as promote competition. Interested parties are invited to respond to any or all requested information and attachments. Do not submit any confidential, proprietary, or competition sensitive data in response to this RRFI. Information marked as such will not be read or considered.



The attached RRFI cover letter contains specific areas of interest to which we seek your feedback. All communications in reference to this RRFI shall cite the RRFI name and number (SMAEC II - NNJ17611006LA) in the subject line and be directed to the Contracting Officer and Contract Specialist email addresses identified below.



The Government intends to review the responses submitted but will not respond to individual submissions. NASA reserves the right to share all information received in response to this RRFI with NASA civil servants and to use all information submitted in response to this RRFI in developing a future acquisition strategy. This data will not be shared outside the Government nor released in its submitted form.



The Government intends to release the names, addresses, and points of contact of all interested parties, unless specifically requested not to do so by the respondent. This information will be provided on the SMAEC II procurement website as part of the Interested Parties List.



This RRFI synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RRFI. No evaluation letters and/or results will be issued to the respondents. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps. The Internet site, or URL, for the NASA/JSC Procurement External home page is  https://procurement.jsc.nasa.gov/smaec2/. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis.

Responses to this RRFI will be collected electronically using the Bid Module feature on the Federal Business Opportunities (FBO) website  (www.fbo.gov). Email responses will not be accepted. To submit your response, please ensure you are logged in to your FBO account on the FBO homepage, then navigate back to this posting. Under the "Notice Details" tab associated with this posting, select the blue link titled "Click here to submit a response." The system will open a new tab titled "Electronic Response."
