INTRODUCTION:
This Request for Information is submitted in accordance with the Federal Acquisition Regulation (FAR) 52.215-3, Request for Information (RFI) or Solicitation for Planning Purposes. This RFI is for information and planning purposes only at this time and shall not be construed as a solicitation. U.S. Marine Corps Regional Contracting Office (RCO), Marine Corps Installations Pacific (MCIPAC) located in Okinawa, Japan is seeking written responses with information to assist the Government with identifying potential sources that are interested in and capable of performing the work described below. Also contractors are invited to ask questions or provide information that may be useful in drafting the solicitation.


REQUIREMENT:
United States Forces Japan (USFJ) conducts parachute operations (PARAOPS) training on the island of Ie Shima and the waters on the west side of Okinawa, Japan. In the future, operations may be conducted on the east side of the island. This training requires safety boats to recover personnel from the water during operations, and USFJ is exploring the option of a contract solution for a contractor to provide these boats as necessary.

The Contractor Shall:
Provide two surface craft in the Ie-Shima Water drop zone two hours prior/one hour post operations, for up to a maximum 277 days per year. The Government will provide the contractor a schedule each month no later than the 15th day of the preceding month.
The contractor shall operate water craft in accordance with all Japanese watercraft operating regulations and factors governing the safe speed of watercraft. Contactor shall also demonstrate competency in use of operational support craft navigation suite, marine radar, and maritime navigation techniques (e.g. piloting, dead reckoning, chart reading/use). Before each day of operation during operations, assess and monitor sea state and weather conditions and coordinate with the Government in cases of unsafe sea conditions.

b"    Current Japan Craft Inspection (JCI) and operatorbs licenses.
